Paul Heath arrived at 12:25 p.m.
City Administrator Tom Ourada stated that the program is well funded and there is decent operating cash. Ourada mentioned that from time to time the Department of Economic Devleopment will send code name projects. Projects ask for economic incentives such as TIF and LB840. TIF projects have to be in city limits. Ourada explained that when the City of Crete was challenged on the LB840 award to BRAC Cline Williams was asked if BRAC was a qualifying entity. Cline Williams did the research and BRAC was a qualifying entity. The auditor of the public accounts mentioned that the plan was outdated. Liz Umana motioned and Manny Dimas seconded to approve the financial report. |

4.A. City of Crete Economic Development Plan

Rationale:
Review activities within the scope of the City of Crete Economic Development Plan adopted in 2011 and amended from time to time

Discussion:
City Administrator Tom Ourada explained that Cline Williams amended the plan with changes in state law. It was amended in 2011, 2015, 2017, and now. City Attorney Anna Burge reviewed it and then the City Council.

4.A.1. Discuss the Barnett Properties and the proceeds of the sale of those properties reverting to LB840.

Discussion:
City Administrator Tom Ourada explained that Joe Nerud purchased the property and is planning to build housing on one side and commercial business on the other side.
The City of Crete had bought the property using LB840 funds and since the property has been sold it will be reverting to LB840. Ourada explained Nerud will be spending 2-3 million dollars and is not using TIF or LB840. |

Discussion:
City Administrator Tom Ourada stated that the City of Crete offered $40,000 less than the asking price and will be closing before the end of the year.
Carniceria San Fernando asked about DTR funds and were informed there are no more funds available. The city will be reapplying in 2025. The owners of Carniceria San Fernando are needing more parking and are open to the idea of swapping a building with a cash difference. Ken Marvin motioned and Liz Umana seconded to recommend to the City Council on the application for LB840 funds from the City of Crete for the purchase of 1209 and 1211 Main Avenue. |

Rationale:
Reports may be given by Department Heads, other Committees and Advisory Board members concerning current operations of the City. Questions may be asked and answered. No action can be taken by the Advisory Board on matters presented under this title except to answer any question posed and to refer the matter for further action.

6. Adjournment

Rationale:
The Advisory Board will review the above matters and take such actions as they deem appropriate. The Advisory Board may enter into closed session to discuss any matter on this agenda when it is determined by the Advisory Board that it is clearly necessary for protection of the public interest or the prevention of needless injury to the reputation of an individual and if such and individual has not requested a public meeting, or as otherwise allowed by law. Any closed session shall be limited to the subject matter for which the closed session was called. If the motion to close passes, then the presiding officer immediately prior to the closed session shall restate on the record the limitation of the subject matter of the closed session. The City of Crete assures that no person shall on the grounds of race, color, national origin, age, disability, handicap or sex, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity of the City receiving Federal financial assistance.
