Discussion:
The Public Hearing opened at 7:01 p.m. City Administrator Tom Ourada explained the 1-year map. There are a number of new projects based on interactions with the school. Ourada stated 306 is a roundabout at the stop sign at the entrance to the school and 302 is a roundabout on 13th and Iris. Ourada explained he met with Senator Fisher's Aid and they spoke about some of the projects and would like Senator Fisher to carry some of those projects. It would be about 15 million dollars. Some of it will be timing and some of it will be elections. Planning Commission member Scott Kuncl asked about the big projects on the 1-year and Ourada explained that the big projects would be federal aid projects. Ourada explained that the project on 15th street is a carry over from last year, 300 is a request for gap paving and 305 is gap paving, 304 is an alley paving, 308 is a pedestrian overpass and would be a federal aid project. Kuncl asked if the 15th street projects all needs to be torn up and Ourada explained that pretty much yes, it would.
Planning Commission member Justin Kozisek asked about having 13th and Boswell Ave on the 1 and 6 year plan. Ourada explained that it had been at one time and he had not realized the passion that people have for trees. Ourada also explained that it would not qualify for federal aid due to the size and lack of sidewalks and would not meet federal design standards. Ourada explained the 6-year map and stated that there is nothing really new on the 6 year. All of Westwoods is on there. Ourada explained that the 1 and 6-year plan is a requirement for State funding. This year around $800,000 to operate the Street Department. It goes to the Planning Commission for Public Hearing and then to the City Council for Public Hearing. Public Hearing closed at 7:34 p.m. |

Discussion:
City Administrator Tom Ourada explained the process for zoning rewrite has started and they are at the perfect position to do that. Ourada stated that nothing has to be decided at the meeting tonight. Ourada explained that he would get the input from the Planning Commission back to Jeff Ray with JEO who is a consultant with Confluence. He wants to make sure that thoughts and concerns are heard. Ourada explained that any thoughts and concerns will be funneled through him and he will get them to Jeff Ray.

Rationale:

No action can be taken by the Planning Commission on matters presented under this title except to answer any question posed and to refer the matter for further action. |

Rationale:
The Planning Commission will review the above matters and take such actions as they deem appropriate. The Planning Commission may enter into closed session to discuss any matter on this agenda when it is determined by the Commission that it is clearly necessary for protection of the public interest or the prevention of needless injury to the reputation of an individual and if such and individual has not requested a public meeting, or as otherwise allowed by law. Any closed session shall be limited to the subject matter for which the closed session was called. If the motion to close passes, then the presiding officer immediately prior to the closed session shall restate on the record the limitation of the subject matter of the closed session. |
