Discussion:
There was discussion on the proposed policy regarding advisory board members attending meetings virtually. City Administrator Tom Ourada stated that this has come up from time to time, and it is just policy and not an ordinance, and it would only be for some of the advisory boards. There are some exceptions with City Council you can not, standing committees you can not, planning commission and civil service you can not. Ourada added that you do have to have quorum because virtual participants can not vote. This is especially important because one of the library board members is now working out of town and we are still short one library board presentative. Council member Anthony Fitzgerald asked if the virtual participant or participant's comments be able to be added to the minutes. Ourada stated that they could go in the minutes. City Attorney Anna Burge explained that by state law they can go in the minutes and be a witness and be a member of the public but not be a voting member if they are attending virtually.

City Administrator Tom Ourada asked the Legislative/Development Committee if they thought this is a viable way of using LB840 and stated that it is acceptable for infrastructure improvements.
