Discussion:
City Administrator Tom Ourada stated that JEO Consulting Group will be providing some proposals for a new housing study. The last housing study was completed in 2018 and having an updated study will help with applying for grants. The Nebraska Investment Finance Authority (NIFA) has a Housing Study Grant Program that can help provide funds for studies.

3.B. Discuss Insurance premiums

Discussion:
City Administrator Tom Ourada explained that the insurance premiums with the league Insurance Government Health Insurance (LIGHT) is going up 18% which is around $130,000. They are an interlocal agreement which Benefit Management can not do because they are not a political subdivision. The legislature this year stated that Police and Fire are not under the Lid and they are exempt. That frees up about $2.5 million of Lid exemption. If we use the exemption in a prudent manner, an opportunity would be to look at alternatives to LIGHT.
