City Administrator Tom Ourada informed the Committee that this right-of-way permit occupies multiple properties, which requires Council approval.

Discussion:
City Administrator Tom Ourada, Council member Dan Papik, Police Chief Steve Hensel, and Bunge Mills plant manager, Eric Woodrow, had a conversation regarding the traffic concerns around 14th and Norman Avenue in front of the Mill. Everyone in the conversation was present to answer any questions. The result of the discussion was to have 14th Street going west and Norman Avenue going south designated as a one-way with two lanes of traffic. Trucks will be in the north/west lane and other vehicles will be in the south/east lane. No businesses will lose any parking and the trucks will have 'staging' spaces to help relieve the traffic congestion when they are loading and unloading.

3.E. Discuss a sewer main tap on West 13th.

Discussion:
Citizen Blaine Spanjer provided a sketch of the sewer system at a property he owns on West 13th Street. He explained to the Committee that where the sewer ends out there, where he would normally hook up to the City's sewer system, is too high. It needs a lift station to be able to hook up his shop and four houses, which Spanjer will construct and pay for himself. He is asking for some relief on the 'tap fees' for him to connect once he has the lift station in order, which is a significantly high cost for him to do. The consensus was to charge him a single tap fee of $650. This is not on the Council agenda for tonight, but it will be on the agenda for the next meeting in two weeks.
