3.A. Consider a recommendation to the City Council on the Application for a Permit to Occupy City of Crete Right-of-Way from Allo Communications at PON: CRE-01-02.

Discussion:
Allo Communications has applied for a permit to occupy the city right-of-way. Allo Communications will be requesting sections at a time, which they call bonds. This is in regard to the fiber-to-the-premise (FTTP) project.

3.B. Consider a recommendation to the City Council on an Agreement Between Owner and Engineer For Professional Services from JEO.

Discussion:
Tom discussed the new well that would be installed just south of Belohlavy Estates. The Well will be placed on a triangular piece of property owned by the City. This is the same location that the Solar Farm will be present. The Well will not require water treatment due to very minimal or no traces of nitrates, iron or manganese.
The City was approved for funding by the USDA last year through the WEWAC process. The funding consisted of a 35% grant and a 65% loan. Shortly after that, we received notification that the USDA had run out of funding. This is scheduled to be revisited next year. Tom also discussed the status of Well #1. Well #1 has failed and is no longer in working condition. This well is located at 18th and Kingwood. Tom weighed the pros and cons of the New Well with the Committee. The New well would have three to four times the capacity, does not require water treatment and does fill some of the deficiencies on the West side of Crete. Also, this would supply redundancy to the West side of Crete. If a water main that is attached to the bridge fails, there would be another alternative. It will take anywhere from four to six months to complete the design on this and start the permitting for the Well. |

Discussion:
A special Event Permit was submitted by the Crete Chamber of Commerce. This was in regards to the When Pigs Fly event that would be held at the Crete Airport on August 26th, 2023 from 6:00pm-10:00pm.

Tom updated the committee that the next step with the RTSD was to appoint members of the council to the Saline County Railroad Transportation District.

Discussion:
The Rural and Tribal Assistance Pilot Program Grant is a five-year discretionary program through the U.S. Department of Transportation. This planning grant provides states, local governments, and tribal governments with grants to support project development, leading to future applications for DOT credit or grant programs. Tom would like to use this planning grant for a pedestrian overpass over the highway and railroad tracks.
