City Administrator Tom Ourada mentioned that this is routine and is done every year in order to receive the allocation for having a qualifying street program.

Discussion:
City Administrator Tom Ourada explained that Human Resource Director Wendy Thomas and Office Manager/ Administrative Assistant Telisha Carnes have been working on the amended utility payment agreement and waiver of notice policy. Ourada and City Attorney Anna Burge looked at it and made some changes to it.

3.D. Consider a recommendation to the City Council on the Substation Transformer and Switchgear bids. 
Discussion:
City Administrator Tom Ourad explained he is currently working with EDA to apply for a grant for the Substation Transformer and Switchgear. If the bids are rejected, the rebid prices might be about 3-5% higher. It is well worth the risk to wait and apply for the grants.

3.E. Discussion on fence brochure information.  
Discussion:
City Administrator Tom Ourada stated that City Inspector Brad Bailey has been working on a fence brochure with information on the requirements for a fence permit. This would also help so that property owners put up fences that are constructed of approved materials.
