3.a. Approve agenda as submitted.

3.d. Approval of minutes of regular meeting on April 1, 2024, as on file in the City Clerk's Office.

3.e. Approval of Treasurer's Report of Claims in the amount of $420,885.91.

3.f. Approval of BASWA Report of Claims in the amount of $81,167.51.

3.g. Approval of write-off of ambulance bad debts.

3.h. Approval of Pay Request #5 - Final in the amount of $20,306.37 to Lammel Plumbing for the Gage County Industrial Park Sanitary Sewer By-Pass Project - Phase III – 2023, as recommended by the Board of Public Works.

3.i. Approval of Pay Request #18 in the amount of $75,614.23 (WPC), to 3FI, Inc., for the June 2022 hailstorm, as recommended by the Board of Public Works.

3.j. Approval of Change Order #5 decrease in the amount of $164.80 and Final Pay Request #4 in the amount of $186,593.34 to Philip Carkoski Construction and Trenching, Inc., for the Water System Improvements – Electrical Upgrades project, as part of the 2021 Water SRF projects, as recommended by the Board of Public Works.

3.k. Resolution Number 7269 entering into a Hangar Lease with Chad Lottman for the purpose of leasing Hangar D-8 located at the Beatrice Municipal Airport.

3.l. Resolution Number 7270 entering into a Hangar Lease with Chad Lottman for the purpose of leasing Hangar E-2 located at the Beatrice Municipal Airport.

3.m. Resolution Number 7271 adopting the revised Public Records Request Policy & Procedures.

3.n. Resolution Number 7272 executing the Exclusive License Agreement between the City and LinPepCo Partnership d/b/a Pepsi-Cola Lincoln, wherein the City agrees to exclusively sell Pepsi products at Hannibal Park Powered by Pinnacle Bank and the Big Blue Waterpark.

3.o. Resolution Number 7273 entering into a lease between the City and JZTZRE, LLC, for the purpose of using a portion of City-owned right-of-way located at 123 North 6th Street.

3.p. Resolution Number 7274 executing the Ambulance Service Contract Agreement with Cottonwood Hospice, LLC to provide ambulance services to Cottonwood’s hospice facility.

3.q. Resolution Number 7275 executing the Proof of Concept Agreement with Motorola Solutions, Inc. for Motorola to provide License Plate Reader Software to the City of Beatrice Police Department.

3.r. Resolution Number 7276 executing the Proof of Concept Agreement with Motorola Solutions, Inc. for Motorola to provide M500 Cloud Software to the City of Beatrice Police Department.

3.s. Resolution Number 7277 granting permission to Tall Tree Tastings, LLC, to serve alcoholic beverages in the Beatrice Public Library on Wednesday, May 1, 2024, from 5:00 p.m. to 10:00 p.m. for a “Harry Potter Night” event.

3.t. Resolution Number 7278 executing the Grant Agreement and any other documents necessary to effectuate the State of Nebraska Department of Economic Development Civic and Community Center Financing Fund Assistance Award Contract No. 24-03-383.

4. PUBLIC HEARINGS/BIDS

4.a. Public Hearing for the purpose of receiving the semi-annual report of the Citizen’s Advisory Review Committee as provided by the Local Option Municipal Economic Development Act R.R.S., 1943.

4.b. Public Hearing for the purpose of considering the application of Michael J’s, LLC, dba, Michael J’s, 831 West Court Street, Beatrice, Nebraska, for a Class C liquor license.

4.c. Public Hearing for the purpose of considering the acquisition of real property from Lynn D. Reiff, Trustee of the Lynn D. Reiff Revocable Trust, dated February 14, 2017, and Lynnette G. Reiff, Trustee of the Lynnette G. Reiff Revocable Trust, dated February 14, 2017, described as follows: A parcel of land located in City of Beatrice, Gage County, Nebraska, being that portion of Lots Eleven (11) and Twelve (12), Block Ninety-Three (93), according to the original survey and recorded plat thereof, which lies to the east of Grantor’s Spur Track #9, Gage County Parcel No. 010154000.

4.d. Public Hearing for the purpose of considering adding the Stoddard Elementary School Site (Stoddard) to Redevelopment Area #2 and declaring Stoddard to be substandard and blighted and to consider the adoption of the amended Redevelopment Plan for Redevelopment Area #2.

4.e. Public Hearing for the purpose of considering declaring the Lincoln Elementary School Site and the Paddock Lane Elementary School Site to Redevelopment Area #11 (Lincoln) and #12 (Paddock) to be substandard and blighted and to consider the adoption of the Redevelopment Plan for Redevelopment Area #11 and #12.

5. RESOLUTIONS

5.a. Resolution Number 7279 executing the Contract for Sale of Real Estate and all necessary documents to acquire real estate from Lynn D. Reiff, Trustee of the Lynn D. Reiff Revocable Trust, dated February 14, 2017, and Lynnette G. Reiff, Trustee of the Lynnette G. Reiff Revocable Trust, dated February 14, 2017.

5.b. Resolution Number 7280 declaring the Stoddard Elementary School Site to be a substandard and blighted area in need of redevelopment.

5.c. Resolution Number 7281 adopting the Redevelopment Plan for Redevelopment Area No. 2 (Stoddard Elementary School Site).

5.d. Resolution Number 7282 declaring the Lincoln Elementary School Site and the Paddock Lane Elementary School Site to be substandard and blighted areas in need of redevelopment.

5.e. Resolution Number 7283 adopting the Redevelopment Plan for Redevelopment Area No. 11 (Lincoln Elementary School Site) and Redevelopment Area No. 12 (Paddock Lane Elementary School Site).

5.f. Resolution Number 7284 entering into an Agreement for the Purchase and Sale of Renewable Energy Certificates between the City and ACT Commodities, Inc., as recommended by the Board of Public Works.

5.g. Resolution Number 7285 executing the Grant Agreement with Main Street Beatrice, Inc., whereby City will provide Main Street with the Match Funds required by the from the Nebraska Department of Economic Development’s (NDED) Rural Workforce Housing Investment Program to establish a revolving loan fund to develop workforce housing in the City of Beatrice.
