kerr - large amount for change order, don't like change order. TT - bid out trail extension along Hwy 24 to 26th, then change ordered in otehr work. panels broke in Hannibal Park & elk Street, additional work added to contract. Doyle - expand TT - state statute allows police officers to be reimbursed if taken certain classes, added fire fighters as well, if eligible, they have to apply for fund, so city not paying & then they are reimbursed again. |

3.a. Public Hearing for the purpose of considering an application to the Nebraska Department of Economic Development (NDED) from the Land and Water Conservation Fund (LWCF) with the objective of revitalizing Sertoma Astro Park.

Kelly with SENDD, director of ______, writing 2 grant applications, clarification to Game & Parks for LWCF for sertoma Castro park, playground & updated sidewalks $165,000, 50% match - cash on hand $84,284?? Application due 9/4, can enter into fee for service with SENDD to administer grant if awarded. TT - did LWCF in the future, hopeful get this grant & make improvemetn.

Public Hearing for the purpose of considering an application to the Nebraska Department of Economic Development (NDED) for a Community Development Block Grant (CDBG) to aid in the elimination of substandard and blighted conditions within the downtown area identified in the City’s 2016 Downtown Revitalization Project – Phase I.

Discussion:
Kelly with SENDD, continuation phase III for downtown aplicaiton. last in 2021, $400,000 plus $100,000 from business owner. always need within downtown to carry program forward. for phase IV (III), another $_______ & $_______ match, due 9/15 to DED, City can contract with SENDD to administer the project. strongly encourage any business onwers to submit application or submit letter of support of this proejct. McLani- eligible?? Inelible - 2nd store residential?? code enforcement, they want to make sure all property owners know what ordinances are & what codes they ahve to meet. also roofs not elibile if repair only, has to be complete redo, has to show true public health & safety issue. want to see tuctpointing, windows & door replacement, more exterior & ADA features, sidewalks would have to be separate fund/code. if council wants to see both commercial & sidewalks, % of match would have to come from City not business owner.

TT - couple have applied, preapplication 1 page online, MS would have been here, said many businesses have contacted him Kelly - property owners are eligible to apply as long as forprofit business in building or occupied with grant. will not cover ________ TF - support?? What does that look like from us? Kelly - approval of resolution. if any business owners can give letter separately as well, can submit 5 letters of support,encourage communities to get more than 5, take quotes from letters & use as narrative in grant. want to see support from community. Kerr - when we get applicant, do we check they met all ordinance codes? TT - assuming we get grant, last several time, we didn't go in prior to grant application - pre application. |

Barnard indicated earlier, number of old occupation taxes since 1970s, pool table, billiard table, $15.00; bread/pastries - looked & collect less than $2000 annually, spend more on administration time, didn't go out looking for any new. repeal all.

Discussion:
driveway standards, engineering introducing standards, rules handed to property owners, james done with driveway, have been put in practice for awhile, encroachment permit $5 - nothing new. when permits not required, if different, deviation or appeal, permit good for 180 days, on state hwy, have to get state approval prior to city.

Kate Ratigan, letter received regarding court street, closing for 6 weeks, people in retail will be, being closed for 6 weeks is not going to be good for businesses, those who rely on shopping. why closing 2nd to 4th, public parking, public parking. also, understood never discussion of 6 weeks will be closed. can't expect someone to have no access to business. why punishing businesses downtown instead of contractor. access to 4th street & 7th street, keep north/south.
nate koch, 1913 elk street, member of ff department for 20+ years, group show support for department & members of community, union officers sat down with TT regarding fear of losing personnel to other departments. large departments such as LFR & offering lateral transfers for people with experience. transfer over to their department at higher pay rate, 7 years experience would transfer, difference of $8.00/hour. Kerr - seniority does not transfer. Kock - retirement can also buy into, for cost of $10,000 buy year of service up to 15 years of service, only require 26 years of service for retirement. meeting with TT, 6-7 had entered into application with lincoln, fear is if loose 6-7 will cripple department & hinder care provided to our community. as a dept very well respected, want to continue to be in that level of respect in public eye. have lost 8-10 people to larger departments, Lnk, Omaha, KC, 6 month probationary period, because done ahve training officer, not big enough to do that, most happens on shift. most this is their 1st job, why are we not cherry-picking? do you think someone want sto come here? Why not, give them a reason to want to come here. going to continue to lose more people, problem now is we are not making enough to keep here or bring in from outside. not retnetion, its also future, will have 4 retirements in next 4 years. support what doing, but expressed urgency, if we don't have something to tell them, they will leave & other departments will follow. i'm not going anywhere, invested in this community, keep them around & build department. |

have ___ employees Kerri - 450 ? residential customers 315 & 47 commercial recylcing. 132 yardwaste customers customer service highly praised. ASL quieter in residential & faster Commercial collection routes - intown commercial dumpsters in town, 2 routes every day, 80-110 locations footprint for area, west of crab orchard, ___________, south to Steele City, around firth in HOAs, circled dewitt, around tobias, Friday route picks up firth - to south of swanton along apple road, end of day has less than 1/4 tank fuel. cover lots of ground on friday. Ruh - on rural routes, are we profitable? JM - yes, this year purchased $190,000 loan on truck, new totes, paid for $225,000 $300,000 to positive, new truck budgeted, new employee for additional villages? _________, with budgeting trucks & employees along the way. Red truck - thinner roads into HOAs, Eskra - dump? JM - yes, 25 homes, then find the rear loader to dump into. recycling - totes added this year, picked up daily 1200 lb bail - sell to Quiny - Kerr asked ? yardwaste - 132 customers on wednesdays - 2 in am, take to recycling compost site bring out truck a day, mix BASWA 5 employees 3 years ago tracy moved out. has different types of landfill on one site. 5 permits, C&D, MERF?? - 186 acres, 31,000 tons MSW annually, increased C&D site - 15,000 construction material have had good years Fairbanks- height? do you seal? JM - yes, no liner, it is clay, 1st lift, 2nd level, Fairbanks pack it? JM - yes, not at same rate as Landfill. pack in pyramid 4:1 6 cells in C&D - cell 1 Slurry PIt - bring truckloads of vac truck digging around utility lines, creates muddy slurry, dumps in pit $100.00 load COmpost Site - Class A - federal guidelines turned every 5 days. because have sludge, ahve to cook it to kill e-coli there is a science to it, too hot, burns, too cold kill bugs new landfill site - 80 acres first cell in general; TF - how many years? 75 years. McLain - how much left in current? about 2025 showed video of layout Terry unless involved, don't realize until you know. KErr - relatively cheap. JM $47.00 ton |
