Discussion:
TT - city to purhase 1908 lincoln, approached city, negoatiated price $225,000 closing in December.
SCHOEN - plans for this property. Mayor - plans for future, will own lincoln school if need to do something in the future. SCHOEN - should just tell public going to be putting in a roundabout. Mayor - no plans at this time, on lincoln street. SCHOEN - TT said they approached him, no one does that. Mayor - they reached out to the CIty. |

TT - state statute requires an appraisal being done. low quote from homestead land in amount for $_____, will be done next 2 weeks. Kerr - set price, if less than appraised, will we just take what it is. TT - have to honor contract approved for $225,000
Mitch Menke, 210 Granville Avenue, agree with Kerr, how many buy property without appraisal. even if within $1-2,000 would you buy at less? GB - buy houses before getting an appraisal. 25 years experience. Menke got appraisal before Menke - $200,000 for BPS, $225,000, $550,000 spending on property purchases, but doesn't seem like a good idea, outrageous for . will you tear down Lincoln school? Mayor - don't own now, good possibility will be torn down. Menke - will have to pay for asbestos to be removed as well. min of $550,000 for intersection with no set plan. spend that amount of money in Beatrice, not good business. TR - if condemn, more expenses, eminent domain, Menke - why spend $$$ with no plan. Mayor - school not related to this appraisal. Mayor want to be ahead of curve not sure what traffic will be upon opening of the school. Ted - BUCY moving & has contact with TT works for KBB, willing seller, willing buyer, trying to stay ahead. not get appraisals all the time prior to purchase. could wait to appease all the questions & spend more, or do this now & plan ahead. Menke- lot of if's, TF - lot of if's in the future, you want us to do in crisis management, not getting best bang, not fiscally responsible. when City purchased land for new landfill, people couldn't understand, if we had to purchase that property now, would be spending 10x. planning for the future |

AIrport lease, trasn from airport to city. Tractor Supply, started in 2003, 15 year lease, 7 year terms??? increase every ___ years, today $_____ for rent, only transferring from Airport to City.

this & next 2, OOR, SENDD administering, can't know property or owner until approved. all 3 contractors local, after these 3, have $118,000 remaining, thinks will get 12-18 houses repaired with this grant

same project, different house, TF - all grants smaller amounts, start & end?? TT - all has to be below $24,999, what federal law is set. essentially, look at house, what work can be done for that number, may be more repairs necessary, but this can be done 1st time.

in may 2021, sub div imp with Northgate for public improvements that need to be made. Rare Earth, property sold to NRD, developer for grading, paving, $289,000 improvements, collateral at local bank, had 30 months to make improvements, can grant 1 year extension. also building NRD bldg, incentive to get done. construction anticipated. Kerr - done anything? No - for a long time no buyer, now ready to move forward

Hagerman, purchased 631 Bismark, $2000 down, additional $8000 if house not completed by 10/31/23, not completed, wrote check for additional $8,000, satisfied all requirements of contract. release.

TT - section 2-389 irresponsible bidder, states if unpaid debts owed to city, clarification (delinquent debt or bill to CIty, BPW, Mars, can be irresponsible bidder, same general feel, added additional language
TD - understand why expanded, why did we change section b?? TT - wont be public hearing, they will be notified. TD - make sure people know this. is possibility they do project & decide irresponsible & they wont know? TT - no they would be notified TR will also receive delinquent bill or debt prior to James Nelson, 1025 N 6th, deleting in section 2 t provide 10 day written notice. Does it include delinquent ambulance bill? TT - if pending not delinquent JN - files claims pose taking section out. removing notice to public before they can't do business with the city. hope not keep training moving by suspending rules. don't think public knows removing notice. GB - not blacklisting. not intent, when looked at this not intent. if can't pay bill, why keep doing business with them. tired of it happening. TD - committee looked at this? GB - yes TFairbanks - trying to protect them instead of dragging them here by having public hearing, obviously not going to be put on no bid list without some kind of notification from City. none of this happens in vacuum, they know its happening. my assumption saving embarrassment of them not being KErr- brought up certain scenerios. TD - make them pay, they still have to come before Council. TT - Council declares irresponsible bidder TF - will have had lots of time to make right before council declares |

TT - 3 code sections have reviewed & recommend removal - amusement rides & street carnivals, have to get permission from Mayor, generally part of another festivity & granted permission for use of park & closing street, not part of normal features. BPW annual report from 1970s, not done for quite sometime, BPW/City used to be very separated, now updated frequently

5.c. Ordinance adding Article XIX and Sections 16-660 through 16-671, inclusive to Chapter 16 of the Beatrice City Code regarding ATVs and UTVs and to repeal Ordinance Number 23-6, passed and adopted on April 3, 2023.

Discussion:
TT - 2 things with this ordinance. starting in January UTVs required to be registered, exempt contractors doing work for CIty, COunty, State, no requirement. Other thing is when changed this section, misnumbered first time 16-60, should have been 16-660, in event have to go to court, want to make sure correct numbering system. Mayor- approved by ord committee
James Nelson, 1025 North 6th STreet, address to Fralin, draw attention to 16-661 subsection 5, noticed since ordinance passed, have been uts with out flag,height has to be no less than 5' several with flag below rollbars. Fralin - state statute requires it to be 60" JN - think should be above rollbar, revise to state 2' above not just 5' above ground. doesn't make sense, if GB - issue? Fralin - no issue, as long as 5', is safety feature, no max height, not sure what else to say. don't disagree, when did event at city aud, fralins was 61" but it would be well above rollbars. Mayor - can refer back, Fralin - when adopting registration. |

7.a. City Administrator’s Monthly Report.

highlights - RFPs for tributary 44 & belvedere drainage, due 12/4 hope to bring something in dec early jan.
working on trail to homestead, grant was awarded, recently learned state looking to replace bridges out to homestead, can put sidewalk on it, state has agreed, will look to change their bridge system to accompany trail as well notified on friday, another DTR $450,000??? SENDD will help administer, committee review, recommendations to this body, look to get up & running in summer 2024. TD - update what comp plan? Applying for grant?? TT - comprehensive plan written in 2001, updated in 2006, needs to be replaced, grant last year, last FY, unsuccessful, trying to find funding as total will be up to $100,000 TD - code violations 848, compared to 670, about 25% increase, department is working thank for them doing this Fralin- trail to homestead, some emails in past, is there a finalized map of where trail will be? TT - not even preliminary at this time. Fairbanks - same conversations, way explained is if buldig house this is sketch taking to builder, 2 or 3 more that will make changes until get to final drawing, be aware of what is going on, but not panic, it may or may not effect them. TT - note change with STates agreement to align bridges, that will also impact the design with the bridges being changed. |
