new DTR grant agreement. another $400,000 additional $35,000 for construction management - will bring contract with SENDD to administer. 23 pre-applications; list the items facade, life safety, will have committee looking through pre-applications. Fairbanks - previous applicants that didn't get selected aailabe? TT - either way, may reach out to them Ruh - wall work? TT - general answer is yes. TD - ____?? Discussion:
redoing Ella Street $400,000 grant, identified this block, James would like OA to help with some of beautification work. James has design, would $38,000 some design & QAQC work, double checking James' calculations. timing OA ready to proceed. James submit preliminary design & they will review. McLain - how soon start? TT - hope for bid in April/May, construction late fall
Ruh - concept of what may be rest of Ella Street? TT - partially yes, add some beautification, some limitations on that block, if Ella transitions into 2 way, less truck traffic, how does it look in the future |

4.d. Resolution Number 7196 executing the Service Agreement with Merchant McIntyre Associates for the purpose of renewing the Agreement with Merchant McIntyre Associates for the Renewal Term.

Discussion:
Merchant McIntire, signed 3 months, number of conversations with dept heads, put together their matrix, year of 2024 same $8000 per month. run out of time to get this signed. will try to get them here next year.
Raise grant?? reroute conversations with Merchant McINtire & OA, will have to do Benefit Analysis to assist - grant application due in February, kick start on this progressional delegation funding police & fire for materials & additional officers rural business development grant safe streets for all - big $ with implementation, they reviewed scope of services, helping us get that lined up for funding in Feb 2025 brownfield grant safety grants for SRO number identified, first one is raise?? grant. TD - number of us asked for this, knew we were getting to this. just not here tonight, investing another $96,000. if we get 1 grant will pay $$ back to the City Fairbanks - when they are here, dept heads in line to tell what we want. will they tell us what we should/shouldn't do to help get these grants. TT - have not asked anyone to do anything at this time. they may look to lean on relationships TD - mentioned some other personal relationship, don't think that will stop, important to keep those relationships up |

4.e. Resolution Number 7197 executing the Agreement for Professional Services retaining JEO to develop a city-wide Safety Action Plan.

Discussion:
in 2022 applied for SS4A grant, 2 parts developing action plan & implementation plan. can't get implementation plan. federal gov said grant no less than $250,000 - $50,000 city part. develop plan to JEO look at traffic area, 2 public meetings, focus groups with various areas. late 2024 to 2025 to apply for implementation plan

4.f. Resolution Number 7198 entering into an Interlocal Cooperation Act Agreement, between the City and the Village of Odell, Nebraska, whereby the City shall provide garbage collection services for the Village.

Discussion:
Village of Odell went out for bids, we submitted & they awarded to us 7 year contract. was not a previous customer & decided to switch to us. McLain - customers in the area? TT - a few rural, current provider dropping many rural customers as well
ruh - compared what they will pay to what we pay, how long until paying same?? TT - couple things to keep in mind. MARS is in market to be competitive, other is rural customers pay more than city of Beatrice does, so that picks up some of the difference. will work to get closer to Barnard - pick up small town, also pick up additional rural customers. TT - correct, lost village, not worth their time & Barnard - excited for dependable service. |

7.a. Council Committee Update.
Discussion:
Terry - Downtown - new members on council for 1 year, thank Duane, administration, mike, bob, people on downtown committee, outside as well.
important for public to know alot of work goes into downtown & businesses, Main Street, NGage, City, alot goes in to what we can to keep businesses there, improvements to buildings, alot of time spent approving agreement for OA, will try different things to see what works, doesn't Ted - Dempsters, thank bob for putting committee together 17 acre site, will acquire more in May 2024, then more Fall 2025. got 1 building down this year, talking about taking down structure, want to keep eating at this one thing will need to have grants, reading grants that communities have been awarded, they needed a solid plan, need starting & ending point. ending point is very important. plan to meet in January to start formalizing a final draft of what this site will look like, adopting in spring, getting groundwork done. Gary - ordinance, previous council hadn't attacked. have made some pretty good gains, picking off some of the easier ones first. common thing is people don't think we are making good progress, others think we need to slow down. keep progressing as we are Terry - thanked chet & James for all work |

7.b. City Administrator’s Monthly Report.
Discussion:
landfill met with engineers looking to go for bid JUly 2024, construction Sept/October 2024 timeframe. north to south side, scale will move over, additional buildings go up on south side
trail to homestead January 2024 onsite visit - big news state going to replace bridges, had conversation to attach trail to bridge, they have agreed & will adjust some of the alignment drainage studies - firm picked out, negotiated scope of work to come back in January for both areas to make improvements Ruh - trail - people along trail will they be notified? TT - yes, at this point not enough details on where anticipated trail will be. |
