month ago MTM reached out for youth center, kicked around some other ideas, City Aud, found ff classroom & dayroom suited their needs, will rent, south door go to right, CASA, Left Food Pantry, then will be a door & right hand side where classroom MTM looking to expand, year to year lease $1 per year
Kerr - have done in the past, is there a clause to cancel? TT - yes, has 30 day provision. Kerr - last time tore up TT - they are responsible WHat will they do? games, safe place to go Mayor - thank MTM for seeing need for community. hopefully will be a good opportunity for longevity TT - COordinator had other plans |

years to get off drawing board & actual movement. Drainage in belvedere, grant from FEMA & NEMA, applied for grants 2 years, finally got here. largely 3rd to 4th, belvedere to sharpness
Issued RFP for both, Committee selected JEO, both for $77,000??? Grant pays for $54,000 city cover $23,000, thought would be less, however, has been a few years & work done by May 31st, hope to have plan & recommendations Fralin - happy moving forward. hope something in the future to slow water down. TT - both have public input included Ted - public meetings, separate for both? TT yet to be determined |

Discussion:
similar to what just talked, flowing springs north to hannibal park, breaking point on east side of new elementary, try to see what improvements can be made, such as unsized culverts, retention pond upstream?
Mayor - as BPS developed their site, did they take in to consideration, TT - have had that conversation, have to have SWPP plan, pre & post have to be the same, school had conversation evaluated & told them no, which is why they have a detention pond, as well as the new gas station. Ted - created some of the issue by squeezing another house, parking lots, etc., need to fix it |

changes in code. cleanup stuff, referenced Bldg Insp to CDD, calendar days clarified, also included boats, etc. unlawful to interfere with article, cant interfere with CIty. 4th increased fines today min of $100, $200, and $300, fine goes to $250, $375, $500, max still $500, sets minimums
Gary - committee all agreed unanimously, have to keep in mind rights, best going to get done at this time. if problem, look at it again. Ted - reoccurring problem, increasing fines wonderful idea, however, get one Jan - May, fine $500, when can go back? TT - every day Ted comment - biggest flaws is how it is enforced. conversations with Lang, but we don't write a ticket until get a complaint. not sure why citizen has to complain, officer should be able to enforce. they don't want to complain about neighbors, how regulated & enforced is biggest complaint. TT - CDD find many on their own. PD has some that turns them in, will continue to educate all employees to KErr - once hit max $500, next day is $500, and so on? TT - yes Fralin- not long ago, opportunity to for people to come voice opinion, hope if someone has an issue with this item, they come to next meeting to speak |
