CIty has LB840 loan 2022, collaterol on 3 parcels, court stret, dave & amy, nick & hannah. Nick & Hannah selling their house, still have enough collateral & are current on their loan.

Schaefer 2021 DTR grant, allocating $56,000 fixing marque on Holly, has contractor lined up, contractor wants downpayment. city loan Michael $56, lb840, pay contractor, we submit reimbursement, comes to CIty & those funds will repay the loan. has to be finalized 4/25/24. collateral DOT on theaters & other propery.

Own parcels in pink, price per square foot, average price, multiplied by sq ft purchasing $2_________, 1st, vacate all in black, then sell to DeBoer Trust, and they will come back with a new plat for additional parcels in the area.

7.a. Ordinance Number 24-7, third and final reading, amending Section 9-130 of the Beatrice City Code regarding when the sale and discharge of permissible fireworks are permitted within the City.

Discussion:
RUH amendment - had several more phone calls. how many vendors of fireworks. 1 vendor, have talked to others neighbors provided signatures, 4 calls over weekend want to go back, had 4 days since 1989, but people lived with it. Whole thing is people want it chagned back to 4 days, were happy with it, nothing but complaints since the change. people suffering means a lot to them to have it changed. hard for PD to control. why encourage it, seems like opened a can of worms when it was orignal changed. people have asked for 4 days, asking for 5 days.
Gary - TIm wanted to go longer, again this is a compromise read twice & affirmed it, compromise brought by committee, encourage everyone to vote as before Ted - thanked the committee, not easy. support duane's amendment, asking the rest to do the same. voted on this 2 other times, only 6 days, dont want to discount what public is telling us. 100 people have voiced their opinion, 1 vendor has come & given information. save up, wholesaler to wymore, making money here or there. took between personal contact, phone calls, 40+ reached out. have had 1/2 dozen people ask us to change back to a shorter time. if change to 6, then will be here again next year, don't think majority of community will be satisfied. vast majority tolerates. give little more thoguth & support the amendment. Fralin - one holiday to celebrate Independence of America. THink it is rediculous to want Christmas, Halloween, etc moved 5 days. majority - 12,000, only 130 people 1% not majority Ruh - christmas, halloween, thanksgiving, not having disturbance of peace. talking about how affected parents, pets, etc., thought something was wrong with house Gary - easier to get people to vote against something than for somehting Chris Cullision, 1725 Ella Street, had thougths from last meeting. believe here because of mistake allowing sale on the 5th. a lot from shooting after time allowed by city. petitions submitted - was filing fee signed, documents filed, copy of ethics form, if were - looking at 140 signatures, dispatch roughly 24 calls would like to know time of night. roughly 200 people complaining. .01% of the population. no where near the total population. How many refused? 98-99%, your job to support what the community wants. people voting for it younger population 24-45 years old. older population against, respect elders. want to answer questions. Why no other vendors? HE has more skin in the game. If they don't sell, no skin of shoulders go to vendor, get check, return product. he doesn't have that option, orders direct. product already in. selling dates from last year. no one to send back to, he invests, pays for shipping, insurance year round for equipment, pay fed, state, local tax, less time to sell, less time to generate other towns say dates didn't help them. cant speak for them, if his tent did't do better, he wouldn't be there, tent made more $ with the extra days. Lnk tent - wash helped Boys club to meet their goal COuncilman stated Eskra is expert on Council. also remember him saying he sells in kearney, no issues with their ordinance. June 28- JUly 4th. if change will miss out on 3 better years. went through days of week to years. Really consider what people want. people yelling loudest, people home taking care of family Mayor - surveys on facebook, not official, not want to use alot from statistical standpoint, don't hold any on signed petitions, etc, Dana Hydo, 208 Sherman Street, people are passionnate. some want 10 some want 2. law last year didn't work, some on council didn't vote on it as it was not them. those voted yes & now dealing with it. what is the answer? compromise did put up with 4 days, people enjoy it, beautiful & fun to watch. Liked 3rd & 4th in LIncoln. Could have 10 days. 5 days is compromise. do think see both ends, people hate or lvoe them, some middle ground, but not alot. can't say petition or Facebook are scientific, they do or not. feel for owners try to get people here & they dont' show up. 5 days is a true comprmise. Alicia Turner, 308 SOuth 22nd Street, love that her family had. both elderly grandparents passed away, purchased fireworks from Uncle, light off with family, wanted her son to suceed in fireworks business. she made a list of the ones she wanted to see the next year. her & daughter sold fireworks, purposely lit off her favorite fireworks when selling. she has cat & went to vet, and got meds for it. everyone freedom to light off fireworks. other ways to fundraiser, where can you earn $5000 in 10 days to pay trip in full.brought home $100, everone in neighborhood, because we knew had firework tent. it can be done, but have to have big freezer. think 6-7 days is what it should be. Margaret Haith, 104 West Granville, 12 people were suppose to show up. has a number of people supporting her. who is 6 days compromising benefiting? HOw do you know what consituants want? is it benefiting vendors, only 1 here, does it benefit the CIty with sales tax? allowed 4 extra days, how much extra $ did the city make from sale of fireworks? 2 extra days $100,000 = city will get $2,000. what will the CIty do with $2000, will write check $2000 & make that donation. compromise of compromise 5 days Tony Arena, $2000 is alot for some people. not everyone works M-F, lots work the weekend, keep that in mind, not everyone works M-F, 9-5 having extra days helps those who work not normal hours. Duane Delozier, 1900 South 3rd, have a big job to lead community. propose go back to 4 days because it has disrupted so many people. always a few that abuse the law Braden Bender, 1520 Ashland, keep same, most important holiday to celebrate, brings revenue, jobs, younger generation enjoys it, not everyone has time flexibility allows more come together to celebrate Chris Ulrick, 1409 Ashland Avenue, with ordinance same for 40 years, ripped bandaid off, it will still be same fight. more days is enjoyable. more days is more appreciated. Ted - Chris if Gary's committee said 5 days, would have come back to ask for 6-8? opposite - no think this amendment will fail. Fralin - 8 days not 7, wasn't 10. if quit bringing up before council that has very little base it off, have more emails about chickens than fireworks. Councilman Doyle, bring back Mayor's Prayer Breakfast, wnat everyone to know Trev ALberts will be speaking 3/27 @ Holiday Inn, breakfast served. has been successful in past. tickets available.
Gary - organization not city function, proceeds will go to local FFA chapter, hope council & public think its a good cause. DOyle - each take 10 & pay or Gary - room holds 300. |
