3. MAYOR FOR A DAY - Ashley Hawks, Keep Beatrice Beautiful Executive Director
Discussion:
Ashley Hawks, Exec director Jan 31, 2024. 3 kids, DO high school grad. like giving back to community. wasn't sure, have worked to develop more education & share information about KBB. electronic waste collection - 1x a year, provided educational gifts for 1300 students for ________, 4 diff bldg participated. 20 bags of recycling. 15 litter groups cleaned up this spring, 800 lbs helped clean up riverside park as well, clean up branches as well to help with mowing. tire amnesty event in August, CHet & Mark have been helpful on this. details will post soon. 200 ton of tires to be collected. new project next spring with arbor day, landscaping & trees, outside areas for trees to be planted, Black Hills energy partnering with KBB to have 1 tree per grade or class, students help plant, presentation & Black Hills presentation about 811. arbor day next year. Walmart manager as well partner - employees will volunteer & Walmart will reimburse, have them help volunteer for events by KBB. operate off 2 grants & litter clean up. looking for more grant.

4.k. Resolution Number 7318 approving and accepting the bid submitted by Vogts Parga Construction, LLC, to reconstruct Taxiway “C” & Apron, subject to and contingent upon the FAA’s concurrence in award and offer of an Airport Improvement Program grant, as recommended by the Airport Advisory Board.

Discussion:
19 & Ella, Oakview Vet, 1st 2 lots 5 & 6, 4 has requested to be rezoned from GC to R2, which is to east & north. recommendation to move rezoning lot 1 lot to be R2, P&Z recommended approval. initially some interest of Oakview purchasing that lot, have not expanded so was not part of their operation. has had residential home on for number of years.

Resolution Number 7324 executing the General Release, Request for Reconveyance, and the Deed of Reconveyance, along with all other necessary documents to terminate the Deed of Trust release and discharge Mama Bear Dens, LLC, regarding the LB840 Loan Agreement between the City and Mama Bear Dens, LLC, Curt Hagerman, and Jay Hagerman.

parcel by S Sumer & Belvedere near lake la du, replatted some inside city limits, some outside, Barnard - who requested change? TT -jay DeBoer trust. GB - lines? TT - zoning not always straight, Fralin - electricity how far out? TT - believe out to possibly past SCC? Fralin - owners not wanting annexed. why not further? TT - have to be urban or sub to meet requirements to be annexed. Chase DeBoer, not able to make last meeting. TT not aware DeBoer Chase - no warning, when brought up 2 days out of closing. never brought to attention. why can't parcel the one inside city limits & not the other part. doesn't make sense to come up property line, already going to Sumner, why not. which zoning? RR or R2. if are being annexed would like to be annex including all the way to sumner. think do all or none. Gary DeBoer, 7061 E Maple Road, property in family for number of years, Jay did not ask that this be annexed. split off couldn't afford. other property next is not going to be allowed. son wants to build shed, but will not be able to after being annexed. taking in city limits can't have animals. believe needs to be out to sumner. what about sewer? Will bring to him & make him pay? looking through, septic tanks may be illegal if sewer available. have current septic tank. will he have to get rid of septic tank? Just want to take property after purchased land. have $5000 invested just to give away. Jay said never asked to be within city limits. want clarification & want tt to be truthful & belts do not want to be within city limits either. Gary - jay didn't have rights to do this? Gary - has rights, no one told until after paid to have surveyed & pay for all properties, think dirty deal. Jay would come down & state he did not ask for this. Lori DeBoer, 7061 E Maple, want kids to be able to have what they want. will interrupt what Gary & her want to do. thought family. were going to put up schouse. interfering with retirement years. doris & roger proud living in rural Beatrice, speaking for _______ parents who are not here.
