7.a. Update on Proposed Master Plan for Paddock Lane and Lincoln School Sites.
Discussion:
Mayor will acquire elementary sites per agreement. realor need
TT - met with JEO, hired for project. talked about what we wanted. not alot of driveways on Lincoln, Monroe, 19th Street, talked to local realotors, ____ sq ft, how big of lot do you need to make that work. easily fit. CONCEPT, surrounding neighbors invite to local neighbors for open house July _______ concept to create 2 cul de sacs, quite neighborhood. could get more if lined up, but more driveways onto main street. duplex seem to be popular in community. green area, storm water detention, site contain stormwater difference between current & developed area, more runoff, countor of line, fairly flat design, so kids can play. 3 phases proposed, duplexes - 1, phase 2 - why that type, 16th & Park already there, extension of sewer line & have duplexes up & ready fairly quickly. Ted - sewer & water, how much is the add? do we have. not alot of san sewer in area, electric there, water runs down 15th street, extending down, added open spaces on cul de sacs, can cut through instead of walking all the way around. TT - pricing for Paddock Lane - streets, san sewer, water - $1.2 million, does not include engineering, electrical or demolition. TF - curb & gutter? TT - yes Paddock phase I, $34,000 for san sewer, $_____. TIM - phase 2 & 3, proposed easement, reason why it stops? TT - bring down from Park STreet, between those cul de sacs, transfers to 14th Street. Ted - $52,000 per lot. TT - eligible for TIF, if City puts in infrastructure, main TIF would go toward the purchase acquisition. Ted - if we don't do it, do we select? TT - guess would be we will be developer, but we will look. Tim - 1 & 3, easiest phase. TF - traffic study? used to having lots of cars, are we allowing enough room for offstreet parking? TT - did not do traffic study for this master plan. do not believe required. additional on street would be 16th & Park, outside of that, most would be internally. most parking will be on internal streets. Gary - plans good to start with, would ask all to think about city being developer. Can control, restrictions & covenants on; if subsidizing important to retain control, hard to find developers to complete the whole thing, not normally think,but under these circumstances, good good plan, JEO did good job on design concept. TT - why no playground? Astro Sertoma Park 4 blocks away with splash pad & partnering with Sertoma to install new playground. TT - LInocln Consept. upper left hand, future roundabout, planning ahead, in event decide to move forward, not mean roundabout part of the project. LIncln School site, extension of Grant Street through property, no driveways into existing roads. look to extend 20th STreet, currently just deadends at school. for flow want to have 2 ways in & out. green stormwater detention site. orange area for playground. not neighborhood, closes would be Astro Park 12 blocks away. GB - some old playground, why not feasible to reuse. TT - look to move, doesn't always move as easily as you think. likely result of twisting & bending. Our playgrounds are ADA compliant, these would not be. if keep the current one, would be in middle of development which would chop up the development. do not extend grant street from the east. did extend trail system through the development, easily access playground & area. site also done in couple phases. estimated cost is $1.1 million, not including electrical, engineering, ____________________, TT - 20 lots. large enough to fit 1400 sq ft home. yes, could squeeze more, didn't have neighborhood feel we are looking for. TF - when? TT - agreement with school, 90 days after they vacate school. November before we take ownership, demo & asbestos removal. best case, infrastructure next summer. Mayor - are these same size of streets we have now? TT - believe so, would have to look. Mayo r- want to make sure we have 2 lanes Fralin - shouldn't be parking on road, dont' see issue with either one of them. Ted - want to make sure we explore having someone develop. if we are, how do we ensure someone doesn't just buy & sit on them. TT _ think could do something like we have done, price is "X", if build within "X", price becomes "X". TT - don't sell developer 5 lots at a time. Ted - both will be desirable area to live. GB - have 1 shot to do right & think best for us to control. TF - where we getting $$? TT - great question, Mayor - concepts can be applied for other areas, looking at developing community & developing a model for future. TT - development, developer responsible for infrastructure, would have WPC pay for their extension, Electric theirs, line item may need to be bumped up. difficult is streets. stormswere $1.3 million have in budget $1.1 for large street project, have already taken $275,000 earmarked towards CCCFF for street beautification, leaves about $825,000 left this year. 3 options: apply to these, 2 start talking about size of streets, get into details. 3, pour phases, ways to work through. 3. Lincoln 27=25th, current stops at 27th. have looked at continuing through 25th with no curb & gutter & no sidewalks, estimate from JEO for design & construction $925,000 same ballpark. then Lincoln street down to new school. 33rd & Lincoln all in $______ 3 million? enough cash on hand, could use $825,000 to pay for instead of borrowing. TT _ rural workforce housing fund, SENDD member of, could apply for it, as lots sold, pay back. TT- can argue both ways, GB - learned something. TT _ pour all at once, possibly get better price. Ted - nice to have cash reserves to have all options. Tim - how much? TT - $52,000 in is city eager to sell & sell for $40,000 or stick with $52,000 decision Council would have to make. haven't done cost benefit analysis. Gary - long term, tax return on property. long term deal, not ideal, but best we can do. TT - Lincoln 20 sites, $400,000 assessed value, generates $73,000 property tax revenue, not all city. on LIncoln site for 1 year. Mayor - how does TIF work on $52,000. TT _ find away to get Eskra - neighborhood killing two birds with one stone & value of their property will increase as well. thrilled where this will be in 5 years. Ruh - very happy to see this. not worried about traffic, but this will Kerr - try to develop, this is outstanding plan. except, the roundabout for future, may not be roundabout, Tim - planning & design is a homerun here. JEO can't pass up design. Mayor - size of home also fits well. has good neighborhood feel. Eskra - don't have developers wanting to come down, lots of builders looking for lots to build. TT - have several builders very eager. TT - roundabout design only, concept plan, open house JUly 8th 4:30-6:30 at LIbrary. JEO will be there, boards, come & go, answer questions, feedback. remember - talk about what we do with other funds, schedule constructors came out with 33rd Street, need to have construction to do. GB - can't mess around. TT= need to decide fairly quickly. all good options. Mayor - other questions, have pretty good idea for Stoddard, leaving Cedar, conversation do we wait & figure out what to do, lots of property. step back & take care of but dont' develop at this time. figure out Cedar. KErr- will we tear down Cedar? TT - at this time, empty building, will need to get into building & access. KErr - not want empty building. If possible to take down, take down & figure out later. Mayor - figure out how to develop in best manor. |
