5.a. Resolution Number 7333 executing an Agreement for Professional Services with 1898 & Co., for consulting services to support the development of a new electric power generation facility, as recommended by the Board of Public Works.

Discussion:
TT - electric, energy & capacity. bot under contract through 2030. capacity under contract nothing right away, seeing increased price in capacity, due to demand across SWPP, increase whole sale price, SWPP changing to spinning reserves, how much energy producing have running just to have, CIty maxes out 40, have to show we have 44 megawatts, SWPP looking to change 12% spinning reserve to 15%, large number, those who have extra capacity now, not willing to sell currently without knowing what needs will be. proposal from 1898 subsidiary of Burns & Mac, working with John Krajewski of JK energy, 3 quotes, proposal for $112,000, starting today due to long process to be up & running by 2030. Tim - in doing so, other areas that do this, do we know what Hastings spent? TT - do not believe, they are coal fire.

6.b. Ordinance Number 24-17, third and final reading, on the proposed annexation of Gage County Parcel No. 005039000, commonly known as 2876 West Belvedere Road, and that portion thereof now platted as Lot One (1), DeBoer’s Addition, Gage County, Nebraska.

TT - address a few things brought up
1. replatting & rezoning were brought forward by property owner, annexation was by city 2. many issues due to rezoning, city goes out 2 miles, many were zoning whether in or out. cows not allowed since 2007, shouse mentioned, 1 year ago based on zoning due to size & would adhere to zoning 3. every parcel adjacent to city, annexed. 4. part in, part out. previously owned, when replanted, intermingled. when County goes out to levy, how do you tax. What changes if annexed? IF disturbance, police vs sherrif, fire, city not rural, levy __________ & 1.84 inside. sewer line - roughly 600 ft?? if within 100 ft, do not have to join today. under city code not required to connect into city sanitary sewer system, if within 150, & their septic breaks, then would be required. Gary DeBoer, father of Chase DeBoer, property owner for 50 years, never brought up before platted out. forced into purchasing some of the property. didn't ask, were told we had to. not understand why city is bringing in. have answered some of the other questions, but shady deal when everything was up for sale, son bought not knowing was going to be. map shows already annexed according to website. not believed, if taking this. get moving on cattle. TT - code has to do with if they had cattle previously, had to be continuous. Jay DeBoer, also in charge of trust, would like to review on timeline. how transpired, not sure portrail is accuate. relator interested in house, thought had someone interested in development ground. contacted surveyor, surveyor advised of easements of streets, indicated simpler if did divide to to have straight lines instead of jagged. filed request for abandonment, 2/7/24, another request on _______, process was not explained, how does it go from here, might be hearing, might not be. 2/29 received email from TR found all of bluff street included, bluff was included, TR said we can get to everything we need, so its now part of it. talked to relator, said ok will purchase & cover 1/2 cost of fees. moving down to 4/4, value of vacated property determined, delivered cashiers check to TR, replanting was done. all went through, received notice of rezoning, still didn't know what was coming next. received zoning notice via mail, part of process. 4/19, received notice of annexation, concerned if this was going to cost sale of property due to it now being annexed, relator told her to call Tobias, left message, owners not happy, no call back. 4/29 closed on sale of Belt proeprty. 4/29?? closed on acreage. Jay did not request annexation, was not explained the way the process worked. Upset that his name was brought into it. do not like the way this worked out. Tim - his vote will not change, have known about this for awhile now. think extreme miscommunication, think there are ways to work around it. don't think passing is best way to move forward. Ruh - agree with Tim, hold off & look at this differently. have had 3 readings, but with all other things coming to light, wouldn't hurt to put on hold to have more time to discuss. Kerr - tim mentioned another way, is there another way to move forward. Tim - not sure how, but go back to not annex, redo paperwork, not include Bluff Street, Kerr - TT OR TR?? TT - would have to re-plat the property annexing other properties, cities of first class, up to Lnk & Omaha, over 5000, not allowed to skip annex, have to be adjacent to current city limits if this proceeds, then opens up additional properties to discuss annexing. |

8.a. Clean City Week 2024 Review.

JM - good year HAVE JEAN SEND ME THE REPORT - Horrible quality on Sparq
2023 - 149 tons, 166.94 tons highest in last 10 years; 80 loads hauled rolloff mattresses at compost site - has worked out well show DL, drop off street side not handling with bedbugs MARS picks up mattress, which must be wrapped. 2nd lowest manhours in 25 years, 265 manhours, clean city this year did collect more large items, lower # of loads, higher tons, technology - used to have cards, now automated, reports why not picked up cost 3rd lowest over 10 years without the short year. diesel lots higher, along with hourly rate, longer tenured employees, 3rd lowest, good thing. success for Beatrice, keeps things clean, good program. with creation of MARS have rolloffs that are used, which saves time, less miles, less trips etc., no accidents, no injuries Eskra - managed to lessen mattresses coming in from out of town? JM - 10 rolloffs this year, 9 last year, 16 rolloffs in 6 month bringing trailers in afterhours, which is why we moved to landfill & monitoring. lower than have been Kerr - had 2 ladies call & thanked employees, very professional & did a good job. JM - STreet Department & Jean, MARS, Landfill, all do a great job behind scenes Ted - planning for next year, he took stuff, didn't get on list, took load to landfill, next year ???? charge $1.25/ton logistics to make sure Beatrice residence. Ted - $17.00 minimum, food for thought to free up some stops |

33rd & Lnk, next Monday, phase one being 1/2 Christ COmmunity Church through Lincoln street, including roundabout, phase 2 33rd Street, phase 3, other 1/2 of CCC Homestead Days this week - coordinated with Doyle asked thank for all participating in Commuity $1,377 in cash, & 5,464 lbs of food, exceeded goal & both were record setting. Kerr - resurfacing in chautauqua, duck pond? TT - still researching to bring back to life. |
