Discussion:
Chief of Police Young explained that this is a DUI enforcement grant that they apply for every year. The applications are now being submitted differently. They are submitted and reviewed online. Officers Jonas and Kramer conducted research into the target areas.

Discussion:
City Administrator Tom Ourada explained that this is a reoccurring request for funds. As a result of collaboration between Mayor Bauer and The Saline County Aging Services Program Manager Lori Moldenhauer, the Meals on Wheels program is back in the community.

4.C. Consider the Application for a Permit to Occupy City of Crete Right-of-Way from Allo Communications at PON: CRE-01-02.
Discussion:
City Administrator Tom Ourada explained that this is the third application for a permit to occupy City of Crete Right-of-Way from ALLO Communications. A property owner that had asked to be annexed so that ALLO could service them is now going to be getting service. 
ALLO held their ground breaking ceremony at City Hall on Monday, July 31st 2023.

4.D. Consider Resolution NO.2023-15 A Resolution Of The City of Crete, Nebraska, To Appoint Members Of Its Council To The Saline County Railroad Transportation District. 
Discussion:
City Administrator Tom Ourada mentioned that the City has been working on the Railroad Transportation Safety District  for a number of years now. The city is doing this by Resolution, which is creating an opportunity for railways in the community to have quiet zones. There needs to be three members from the county and three members from a 1st class city.

4.E. Consider an Agreement Between Owner and Engineer For Professional Services from JEO. 
Discussion:
City Administrator Tom Ourada explained that this was something that the City did with JEO a couple of years ago to do some design for the water mains and a new water well.  We did get a planning notice from USDA  through the water and  Waste Water Advisory Council for 2.8 million dollars with 35% grant and the rest very low interest loan. They did advise us that they ran out of money for that particular program. In early 2023 well # 1 reached the end of its useable life. One alternative is to sink another water well in the location of our small water treatment plant and the other is to move forward with this water well and at least some of the water main work because the preliminary results all show that this water well would not need any treatment. It has low nitrate readings and practically no iron and manganese readings. The committee approved both draft agreements pending the funding. Either the water well and minimal transmission main or the water well and complete transmission main.

City Administrator Tom Ourada mentioned that previously the old Airport Authority would approve these, but now that they have ceased to exist, the City Council approves these actions.

Discussion:
City Administrator Tom Ourada explained that the City has had various Finance Policies that were informal. This one is based on the parts of the one we had, Hastings and Norfolk. City Attorney Anna Burge reviewed it and Mayor Bauer also reviewed it and it went to the Finance Committee.

Discussion:
City Administrator Tom Ourada stated that the Planning Commission has been working on this. The processes and procedures have been met. Several city attorneys have reviewed it including our current City Attorney Anna Burge. Burge stated that everything has been completed and done correctly.

4.I. Consider the Crete Senior Villas Final Plat. 
Discussion:
City Administrator Tom Ourada explained that in some occasions the final plats can be submitted simultaneously with the preliminary plats. The City and Planning Commission has accepted those in the past provided that they are complete, with engineering design plans, and financial guarantees. This final plat is no exception. It has its design plans and guarantees.

Officer’s Reports:

  • Chief of Police Young stated the following:

  • That there have been upgrades to the portable radios. The TC Energy Build Strong Grant that they had applied for awarded them $5,500. They are going to continue seeking grants.

  • Chief Young will be having a conversation with Crete Public Schools Superintendent Joshua McDowell about the expectations for another School Resource Officer. Crete Public Schools is currently paying 75% of the salary for the School Resource Officer including benefits.

  • The FOP Negotiations will be on Wednesday, August 2nd 2023.

  • Chief Young mentioned that Officer Kramer had a busy Saturday getting 10 calls in 12 hours. He helped an injury accident and breaking up a fight,  a hit and run, a call for a mentally ill female, and removing a person from Wal-Mart that use under the influence of meth.

  • Invited everyone to the National Night Out/Community Back to School Picnic.

  • Library Director, Joy Stevenson mentioned the following:

  • There are three more Food Truck Thursdays at the Library. There will not be a Food truck this next Thursday, August 3rd.

  • The Crete Public Library Catalog has a new feature called Gabbie where you can text chat with a librarian. You can renew your books, check the status of your account, or ask a reference question.

  • There are upcoming programming for children, teens, and adults.

  • There will be three speakers; Tosca Lee will be at the Crete Carrier Community Room on Sunday, August 27th at 2:00pm. Ellen Marie Wiseman author of the Crete Reads Book The Orphan Collector will be presenting via Zoom at the library on October 22nd 2023 and Nebraska State Poet Mark Mason will be presenting in November.

  • Park and Recreation Director, Liz Cody stated the following:

  • The parks have had lots of action with picking up branches from the storm

  • Flag Football registrations are out

  • The pool will be hosting the Doane Tiger Take Off

  • The County Fair took place at Tuxedo Park and they had some new interactive exhibits and music performances.

  • There will be a cattle show this Friday, August 4th 2023.

  • There is continued interest for softball and soccer at Tuxedo Park

  • Provided an update on City Hall South Drive construction which is now scheduled to start on September 5th2023.

  • Human Resources Coordinator, Savannah Anderson introduced Will White, who is the new Airport Manager. White stated that he hopes to expand opportunities at the airport and gave thanks for having him and for the opportunity to be the Airport Manager.

  • City Administrator, Tom Ourada stated the following:

  • The storm last Saturday, July 29th 2023 caused minor damages with some trees that fell.

  • Spent time working in Wilber to help with their substation

  • Hickman also called to get some help and after helping in Wilber they headed to help them. Their situation had more complex issues.

  • Will be meeting to discuss the FOP negotiations

  • Will be applying for a planning grant with 100% funding. This is for a pedestrian walkway on Boswell Ave. This went to the Public Works committee but did not get put in the Council agenda and since the application is due August 11th 2023 it won’t be able to be put in the next council agenda.

  • On the next council meeting it will be discussed about an earmarked grant for apply for a roundabout at 13th and Iris Ave.

  • Ourada and Mayor Bauer had a housing meeting. With an influx of residents and with Doane University bringing more students they are looking housing opportunities.

  • Mayor Bauer mentioned the following:

  • Thanked the Police Department, Fire Department, and Electrical Department for their work with the storm on Saturday, July 29th2023.

  • Invited everyone to stop by the Back-to-School Event at Doane University.
