Discussion:  Dr. Baker Everyones mind about Connecticet. Staff aware fo studnets and helping anyone struggling. Things have gone well. We have a very good Safety and Crisis Plan. We are a leader in this area. School is a safe place. Bad weather is on the way. Winter storm warning and will be watching. Later in the day and possible ealry dismissal and will review the Thursday. He will be checking.

Discussion:  Rick Blum Incident in MS at teacher misusing public equipment personal and sexual indoeuns and was projecrted on the wall. 15-20 minutes for students saw it was personal. Bigger issue so it was brought up to administration. Had to expell 3-5 days from school. Sign agreements in this day and age and we do nothing more than do it again. Do not want teachers like that in the school system. No notification for principal or school. Parents left not to know except from kids. Misuse of public property we have more discpline action than home with pay for 4 days Terry Cossel wanted infor on meeting on Dec13. Asked for information. Was in open session has tried to talk to President. Question was 4 people who were candidtaes who got it and what was the cost. Should be given immedialty to the public. Why has been kept secrete. 7 call and no answers

7. Action
7.1. Consideration of Voluntary Severance Program for 2012-13
Discussion:  Randy Lisa Enrollments Teachers save even declined Budget spending more than revune coming in. Cash reserve is not a saving account but really your bank balance. General fund money cannot be used for building things. Building fund cannot be used to pay teachers. If fund raising went into general fund you weould loose dollar for dollar in State Aid We are a district that is running out of money. Can see the years we received simulus funds for reccuring expenditures. These funds went away and now we do not have those dollars for recurring funds. Now we must take steps to protect that we do not expend more than we have. What do we do not to balance the budget. Need to balance receipts and expenditures. 80% of our budget is personnel. You cannot balance without getting into personnel. Insurance/utilities must be paid. Can only limit supplies so long before we hurt kids. This only leaves looking at staff to see what we can do. K-12 Norris we have more staff but Noris has more students. We have more of everything in each area that Norris except in food service. Norris has growing enrollment while we are declining. This is not an easy process all have areas of responsibility. VSP for teachers laws project certificted personnel they have rights that classified do not. RIF is not the same as VSP and we hope the VSP will help the problem and will not need to RIF. We have look at certain areas for VSP but that does not mean if those areas do not VSP it will not be followed in the same areas RIF. The admin team has look at this for the past month. Stated the types area that will be offered. These will receive that these staff are eligalbe. in the amount of $25,000. We help decrease staff and we will have to then look at other areas. We must lower the number of personnel so the budget will balance and move foward. Why now need to do as soon as possilbe VSP or RIF it makes everyone uneasy. Makes the new commers nervous. He is sensetive to this. Lets get on it and do and human factor so everyone know where they stand. Next year if you wait it is just letting staff hang and we need reduce staff now or later so why wait. Doris - bother her the most we hired in 3 areas last year and now offering dollars VSP. We will pay salaries for 3 teachers we did not need. Needed to look at staffing last year. I am embrassed. Should not have been hired last spring.
