4.b. Resolution Number 7085 executing a Loan Agreement, Promissory Note, Deed of Trust, Personal Guarantee, and any and all documents necessary to issue said loan between the City and Beatrice Bakery Company for an economic development loan totaling Two Hundred Forty Thousand Twenty-Two Dollars ($240,022.00), from funds derived from LB 840 funds, as recommended by the Citizens Advisory Review Committee (CARC).

TT - CARC met last week, recommending to approve loan application. beatrice bakery buying new equipment, have expansion plans, $240,022, file DOT 10 year 5% interest rate, Collaterol DOT. KERR - # of employees? TT - 45
TDoyle - new jobs iwth this? Not with this equipment, do have some possible expansion plans. Gary - expressed concern stockholders could help. why come to us if have money? |

TDoyle - 1st set of bonds issued
TT - work with Jay Spearman with Piper Jeffry- depending upon size, mostly do in house. paid for lb840 program, only approved for 6 years, each year $240,000 payments. Tdoyle - why not local firms? if local they may be in favor & sure it's easier for us, just not sure if it has been discussed? TT - have discussed that, did go with local firm, significantly more work than. TDOyle - if we cna do locally, would like to keep local TT - CARC recommended bonds |

7.a. Beatrice Municipal Airport Overview.
Discussion:
Dennis - staff 3 full time; 3 part time
advisory board - 5 members, 5 year terms, meets quarterly services offered: open every day 7a-7p; 7-1 1-7 chuck hubka works thanksgiving/christmas to give others time off; 2 paved runways; 100 low lead fuel & jet fuel, available 7-7, full service. TFairbanks - how big of airplane? DS - challenger 300; determined on weight AWAS - VOR navigation - OMNI - PAPI FAA flight service remote comunications, instrument clearance, hangers, aircraft rental is available; flight lessons also privately available; maintain 2 courtesy cars, take overnight & visit town FUEL - 100 LL; specific location 100LL fuel island, ____ gallons, nort side self service south side full service Jet A - 1 1200 underground tank - full service 7a-7p, 24 if needed fule prices - very competitive, depending upon what fuel is being purchased at - still kind of high, have come down since last year a little winter months can get slow, flying slows down after holidays & weather factor map of facilities & airport hangers (thangers) a, b, charlie, d orange & whites; generally have walls to keep separate. not very desireable, but puts roof over plane. full 37 hangers; have hanger request 28 people wanting to upgrade, some already in hanger & would like to upgrade. 15-16 would like to be added. GBarnard - nonairuse? DS - have to be operational, not a storage unit hanger prices, depends upon size & condition of hanger GB - rates compared to others? DS - pretty consistent from those who talked to how provides to community - offramp to beatrice; local businesses have people flown in, parts fly in to be delivered; family; scheduled fuel stop; EAA Oshkosh - midroute to get fueled; flight training; medical transports, aerial spraying; closest from Kansas with jet fuel; military training; army fort riley land fuel, night vision/navigation training on way home. private businesses - flight instructors; maintenance shop klovair; ___, aeviantics shop; beneficial most smaller airports don't have these available avionic shop, Mayor - need more room - might be beneficial to expand that to keep talent in beatrice. DS - expand needs more room KErr - $? DS -$2 mill; Grant funding? TT - no, looking at other avenues, five year plan of what airport needs spraying operators - 3 6 month lease for season, generally july. TFairbanks - why yellow? DS - visibility? not 100% Farm ground & Hay lease - parts in yellow for crops, most soybean due to height restrictions. small portion north can do corn. 3 year lease bid out this fall. hay leases next to runways/taxiways, 18' staff mows brings in $_________ monthly lease - exmark, testing mowers grain bin site - johnny saathoff has buildings, quonsets for storing some equipment $26000 annual lease - world lawn - $26,000 TSC - leases lot $13,000/ear Capri INn - leases $14,000/year 3 lots still available, right across from walmart, some interest from portable buildings, would like more permenant. will market that a little bit future projects - taxiway reconstruction Charlie - 4-5 years in planning. will remove C to further down. apron would get torn out in phases, fuel island removed in center, have above ground storage tank with full/self service GB - how old storage tanks? Best guess 50s/60s they have been here, still in good condition, above ground upgrade, monitor leakes etc., jet fuel also above ground hangers - 4-5 years down the road, just to the southeast of current b hanger, wouldn't take down any current ones, with engineers/faa involvement $2 mill Doyle - why not tackled some of this in past? TT - now have account & part of City, can issue on behalf of Airport. KEr- since we took over, members appointed serve 5 year term are they staggered? TT - yes, staggered to fall off every 5 years. |

7.b. City Administrator’s Monthly Report.

got 1 large bid working with local contractor to get done
pioneer extension, wants to get started soon 24=26th 33 & Lnc survey work going on now Kerr - duck floats? TT _ chamber part of homestead days, bringing back duck races. not alot of water, looking for other options. pool will not work, options exploring drainage ditches, can we use one to open fire hydrant, throw in ducks, maybe on streets. Barnard - is city ordinance to have enough councilman? Can we change that to 5? TT - state law. Eskra - pinpoint is that work being subbed? TT - yes, subbed to TH construction & possibly to another DESkra - some upset council Terry - did good job, probably depends. Council gave authority to put into state investment plan, met with Hannah very helpful, have $1mill all it is is government security fund, vanilla fund, why don't we do that locally also? opening account, rates same? 2nd - are we close to self funding insurance? close to be where we wanted to be to have total set aside. TT - continue to fund monthly have not raised budget. TD - once hit figure stop funding? TT - have rate per employee, close to number that we want, however, people continue to go to dr, some goes back to department. TD - not self funding on overly substantial amount. big number. TD - weeds & dogs - noticed had 322 code enforcements had 402 last year for entire year. substantial increase. we are tackling problem as fast as we can. |
