2.A. Recognition of KHS 2012 Class A State Champion Boys' Track Team and Coaches
Rationale:  We will plan to recognize 2012 KHS Class A State Champion Boys' Track team and coaches at the June 11, 2012 Board of Education meeting.
2.B. Effect of KPS Fitness/Nutrition Activities on Student BMI Results
Rationale:  Dr. Kate Heelan from UNK has been working with Kearney Public Schools over the past several years, supporting the work of the "Wellness Policy" and our PEP grant in an effort to influence healthier schools and a healthier student population.  Dr. Heelan will share results of student BMI annual measurements and relate improvement to the efforts of our schools who have emphasized physical activity and good nutrition.
2.C. Learning Coaches' Report on Integration of Technology into Instruction
Rationale:  Kearney Public Schools Learning Coaches Aaron Svoboda, Julie Everett, and Kris Kampovitz will demonstrate how teachers have integrated technology into classrooms to accelerate student learning.  In addition, the coaches will show how classroom learning environments have changed as we continue to focus on student learning and growth.
2.D. Facilities Update
Rationale:  George Volz from CPM will report to the Board of Education on progress made on the various construction projects in the district.

Rationale: 

Change Order E-003 for the Emerson Elementary School addition and renovation project includes the following items:

1.    The addition of $660.00 for spandrel glass instead of tempered glass in the upper windows of the windows on the east end of the building.
2.    The addition of $539.00 to complete items that were not discovered during the pre-bid phase of the project.
3.    The addition of $1,014.00 to install a new drain line needed for the new three-unit sink
4.    The addition of $74,708.00 to remove the existing cabinets in the classrooms, replace the cabinets, install a new sink and water foundation in ten rooms.  These cabinets were installed during the original construction of the building and had deteriorated significantly.

The total amount for Change Order E-003 for the Emerson School renovation and addition project is an increase of $76,921.00.

Change Order C-002 for the Central School renovation project includes the following items:

1.    A reduction of $1,250 due to duplication in door hardware
2.    An addition not to exceed $7,500 for extending conduits and plumbing to move the data room
3.    An addition of $369.41 for changing tack board on both sides of the white marker boards to a tack board on one side of the white marker board and a smaller white marker board on the other side.

The total amount of Change Order C-002 for the Central School renovation project is an increase of $6,938.00.

Change Order C-003 for the Central School renovation project includes the following item:

1.    The addition of $1,684.15 to relocate the casework with the move of the data room from second floor to first floor.

The total amount of Change Order C-003 for the Central School renovation project is an increase of $1,684.15.

Change Order BH-006 for the new Buffalo Hills School project includes the following items:

1.    The addition of $4,171.00 to replace the island millwork in Rooms 202 and 205 to accommodate the student population in those rooms

2.    The addition of $428.00 for additional drain piping to have all of the kitchen equipment drain to one floor drain

3.    The addition of $1,041.00 to add a data outlet inside the kitchen

4.    No change in contract price to change the irrigation system from multiple single circuit wires to a multi-conductor

3.E. Second and Final Reading Approval of Internet Use & Safety Policy and Rule 5400.10, Policy 4139/4239, and Policy 6307
Rationale:  Last month, the Board of Education gave first reading approval to the revised Internet Use & Safety policies and rules:  5400.10 Policy and Rule (Students), 4139/4239 (Personnel), and Policy 6307 (Curriculum).  Having received no additional input regarding these policy and rule changes, we will as the Board of Education to give second and final reading approval to them, as presented.
Recommended Motion(s):  Move to give second and final reading approval to revised Internet Use & Safety Policy and Rule 5400.10, 4139/4239, and 6307, as presented.
3.F. Ratification of Negotiated Agreement with the Kearney Education Association for contract terms for certificated staff, excepting administrative staff, in the Kearney Public Schools, for the 2012-2013 school year
Rationale:  Each year, the Kearney Education Association and the Kearney Board of Education negotiate contract terms for the upcoming school year.  An agreement has been reached between the two entities for the 2012-2013 school year.  We will ask the Board of Education to ratify that agreement at the June 11, 2012 Board of Education meeting.  This agreement represents a 2.77% increase in salaries for the Kearney Public Schools teaching staff for the 2012-2013 school year.
Recommended Motion(s):  Move to ratify the Negotiated Agreement with the Kearney Education Association for contract terms for certificated staff, excepting administrative staff, in the Kearney Public Schools, for the 2012-2013 school year
3.G. Approval of the Classified & Classified Exempt Salary Structure for the 2012-2013 School Year
Rationale:  Each year, the Board of Education is asked to establish the Classified & Classified Exempt Employee Salary Structure for the upcoming school year.  For the 2012-2013 school year, we will recommend that the salaries for classified employees increase by 2.84%, and that the salaries for classified exempt employees increase by 2.50%. 
Recommended Motion(s):  Move to approve the 2012-2013 Salary Structure for classified and classified exempt employees which represents a 2.84% increase in salaries for the classified employees, and a 2.50% increase in salaries for the classified exempt employees of the Kearney Public Schools.
3.H. Approval of Compensation for the Administrative Staff and Superintendent of the Kearney Public Schools for the 2012-2013 school year, in accordance with the KPS Administrator Performance-Based Evaluation and Compensation Plan
Rationale:  Each year, the Board of Education is asked to set the compensation for the administrative staff and superintendent for the upcoming school year.  For the 2012-2013 school year, we are recommending an increase of 2.30% in salaries for administrative staff and the superintendent in the Kearney Public Schools.

3.I. Approval of the Revised Student Fee Schedule and Guidelines for the 2012-2013 School Year
Rationale:  We will ask the Board of Education to approve student fees for the 2012-2013 school year.
The transportation fee is included in the student fee schedule and will increase from $100 to $105.
The music fee will increase from $50 to $70 for rental of a violin or viola, and from $60 to $70 for rental of a cello or base.  The schedule also reflects the 5-cent increase in school meals.
Recommended Motion(s):  Move to approve the Student Fee Schedule and Guidelines for the Kearney Public Schools for the 2012-2013 school year, as recommended.
3.J. Approval of the Revised Kearney Public Schools "Facilities Use Handbook" and Building Rental Fee Schedule for 2012-2013
Rationale:  We have revised the "Facilities Use Handbook" for the Kearney Public Schools for the 2012-2013 school year, and we are also recommending a 3% increase in the rental fees for our buildings for next year.
Recommended Motion(s):  Move to approve the Kearney Public Schools' "Facilities Use Handbook" and building rental fee schedule for the 2012-2013 school year, as recommended.
3.K. Set Meal Prices in the Kearney Public Schools for the 2012-2013 School Year
Rationale:  The Bearcat Diner is recommending a 5¢ increase in lunch prices for the 2012-2013 school year.  This is necessary to compensate for the increased costs associated with the operation of the food service program. 

Section 205 of the Healthy, Hunger-Free Kids Act of 2010 addresses equity in school lunch pricing, which requires us to gradually increase prices until we reach the targeted lunch price of $2.46.  The reasoning is that we are required to provide the same level of support for paid student lunches as for lunches served to students that are free or reduced.  We would like to do this in small increments instead of a large increase at one time.  Beginning next year, we are also required to make sure each student has 1/2 cup of a fruit or vegetable on each lunch tray, which has not been required in the past.  We also have to increase the variety of vegetables offered, which could impact our food cost.

Food costs continue to increase and are greatly affected by the fluctuation in the cost of fuel.  Bids for bread, milk and other food items will not be completed until later this month.  We do not foresee any significant decrease in our costs.
Recommended Motion(s):  Move to approve the meal prices in the Kearney Public Schools for the 2012-2013 school year, as recommended and as included in the attached price schedule.

Rationale:  We have a certified staff employment recommendation to bring before the Board of Education this month for consideration and approval:

4.B. Business -
4.B.I. Approval of Bid for Sunrise Middle School Lighting
Rationale:  The Kearney Public Schools issued a request for proposals on May 23, 2012 for a complete retrofit of all T12 fluorescent lights to T8 with electronic ballast light fixtures at Sunrise Middle School.  The project will remove all T12 fluorescent lights and ballasts and replace with T8 lights and programmable ballasts.  This is the last year that replacement T12 fluorescent tubes will be manufactured, hence an upgrade was inevitable.  The T8 fixtures are 17 to 48% more energy efficient and we anticipate a fairly short payback period.  NPPD is giving rebates of $4 to $12 per light fixture, depending on the fixture size, to change from T12 to T8, so we will be getting reimbursed significantly once the project is complete.  The programmable ballasts will allow for an eventual installation of lighting control panels to help control energy consumption.  This project will be funded through the Special Building Fund.

This project was advertised in the Kearney Hub and we notified four contractors by e-mail or in person.  Four firms requested the specifications and three visited the job site.  We received bid from three of the four firms.  The bids were opened at 2;00 P.M. on Monday, June 4, 2012.  The results of the bidding are as follows:

Superior Lighting provided a voluntary alternate to change the system to single switch operation and not have bi-level lighting.  We wanted to retain bi-level lighting.

Kelly Electric provided a voluntary alternate to change the metal halide light fixtures in the Sunrise gym to T5 HO fluorescent fixtures.  We are not soliciting bids for this work at this time.

4.C. Miscellaneous -
4.C.I. First Reading Approval of Revised Policy and Rule 5100 (Student Attendance)
Rationale:  LB 933 changed the provisions on truancy.  LB996 changed provisions on compulsory attendance.  Both pieces of legislation were passed in the 2012 session of the Nebraska Unicameral.  We now have to reflect those changes in our policies and handbooks.  LB933 continues the process of school district collaboration with the county attorney on student truancy issues and now distinguishes between medical absences and other absences in reporting cases of truancy.  LB996 includes a somewhat elaborate process for students who have reached age 16, but not reached age 18, to exit school.  Previously, it was sufficient to have a parent sign an affidavit for this purpose.  The amended law required the completion of a request to withdraw and a withdrawal form, which is to be created and disseminated to school districts by the Commissioner of Education.  We will ask the Board of Education to give first reading approval to the revisions in the Attendance Policy and Rule 5100.
