Recommended Motion(s):  Move to excuse___________________from the meeting.
1.D. Public Participation
Rationale:  This is the portion of the meeting agenda that is set aside for public participation.  If anyone wishes to speak to an item that is not on the agenda, they should identify themselves at this time.  If anyone wishes to speak to an item that is on the agenda, they may do so when that item is discussed.  The guideline is to allow 5 minutes per individual or 20 minutes per topic.  This is an open, public meeting and a copy of the Open Meetings Act is posted in this room.

2. Presentations -
2.A. Annual Financial Audit Report of the School District
Rationale:  The annual financial audit of the school district was conducted in late September and representatives from McDermott & Miller, P.C. will be present to explain the audit for the 2014-2015 fiscal year.
2.B. State of the Schools Report
Rationale:  Jason Sutton, Director of Curriculum, Instruction and Assessment, will report to the Board of Education on the information in the "State of the Schools" Report regarding the Kearney Public Schools
2.C. Facilities Report
Rationale:  Kent Cordes from BD Construction will report to the Board of Education on progress being made on the new high school construction project and the Horizon Middle School and Sunrise Middle School addition and renovation projects.

2.D. Use of Facilities Handbook Procedures
Rationale:  Chris Nelson will explain the proposed changes in the Kearney Public Schools Facilities Use Handbook.  The Board of Education will be asked to approve the revised Handbook in December.
2.E. Announcement of District Activities in Observance of "American Education Week" - November 15-21, 2015
Rationale: 

President Watts will announce the special activity planned in observance of "American Education Week".  The Kearney Public Schools and University of Nebraska at Kearney will co-host a reception for new staff members at both institutions, as well as members of the community, at the Historic Frank House on Tuesday, November 17th from 4:00 to 5:30 P.M. 

Other AEW activities are planned in the individual schools.

3. Consent Agenda

3.D. Second and Final Reading Approval of Policy 2420 (Evaluation of Administrators)
Rationale:  The Board of Education gave first reading approval to revised Policy 2420 (Evaluation of Administrators) last month.  We have not received any additional input regarding this policy revision, so we will ask the Board of Education to give second and final reading approval to this policy.

3.E. Approval of the Five-Year Special Building Fund Plan and the Seven-Year Roof Repair and Replacement Plan
Rationale:  The district's five-year special building fund plan and the seven-year roof replacement and repair plan have been updated and we will ask the Board of Education to approve them.

3.F. Approval of KHS HOSA Chapter Trip to the National HOSA Leadership Conference in Nashville, Tn., June 21-26, 2016
Rationale:  The KHS HOSA Chapter is asking for Board of Education approval to attend the HOSA National Leadership Conference in Nashville, Tn., on June 21-26, 2016, with no direct cost incurred by the school district.
Recommended Motion(s):  Move to approve the KHS HOSA Chapter trip to the HOSA National Leadership Conference in Nashville, Tn., June 21-26, 2016, with no direct cost incurred by the school district.
3.G. Recognition of the Kearney Education Association as the Exclusive Bargaining Agent for the District's Non-Supervisory Certificated Staff for the 2017-2018 School Year
Rationale:  The Kearney Education Association has submitted a letter asking to be recognized by the Board of Education as the exclusive bargaining agent for the district's non-supervisory certificated staff for the 2017-2018 school year.
Recommended Motion(s):  Move to recognize the Kearney Education Association as the exclusive bargaining agent for the district's non-supervisory certificated staff for the 2017-2018 school year.
3.H. Acceptance of the Northeast School PTO Self-Audit Report for the 2014-2015 School Year
Rationale:  The Northeast PTO has submitted its annual self-audit report for the 2014-2015 school year, for Board of Education acceptance. 
Recommended Motion(s):  Move to accept the Northeast School PTO annual self-audit report for the 2014-2015 school year, as presented.

Rationale: 

We will ask the Board of Education to set the following special meetings/work session dates in regard to the superintendent search:

Monday, November 16, 2015 at 6:00 P.M. in the Whittier Conference Room, 320 West 24th Street, Kearney, NE  68845 for the purpose of determining the finalists to interview for the Superintendent position;

Wednesday, December 2, 2015 at 8:30 A.M. in the Merryman Performing Arts Center Lobby, 225 West 22nd St., Kearney, NE 68845 for the purpose of conducting a work session;

Wednesday, December 2, 2015 at 10:15 A.M. in the Whittier Conference Room, 320 West 24th St., Kearney, NE 68845 for the purpose of interviewing a Superintendent candidate;

Wednesday, December 2, 2015 at 12:00 noon in the Merryman Performing Arts Center Lobby, 225 West 22nd St., Kearney, NE 68845 for the purpose of conducting a work session;

4. Regular Agenda - Miscellaneous
4.A. Approval of the 2016-2017 School Calendar
Rationale:  We have developed a proposed calendar for the Kearney Public Schools for the 2016-2017 school year, taking into account the need to condense the calendar to allow for a later start to the school year due to the construction projects that we need to complete prior to the beginning of the school year.  This calendar has been discussed with the KEA Communications Committee, the Superintendent's Parent Committee, and the Leadership Council.  We will ask the Board of Education to approve the calendar for the 2016-2017 school year.
