Rationale:  The Board of Education gave first reading approval to the revisions to Board Policy 4106 (Release from Contract) at the January 13, 2020 Board of Education meeting.  We have not received additional comments on the revision, so we will ask the Board of Education to give second and final reading approval to this policy.

3.E. Approval of KHS Speech Trip to National Individual Events Tournament of Champions, May 7-10, 2020 in Houston, TX
Rationale:  The KHS speech coach is asking permission for qualifying speech students to attend the National Individual Events Tournament of Champions in Houston, TX., May 7-10, 2020.
Recommended Motion(s):  Move to approve the KHS speech qualifiers' trip to the National Individual Events Tournament of Champions in Houston, TX., May 7-10, 2020, with no direct cost incurred by the school district.
4. Regular Agenda - Business
4.A. Acceptance of Bus Bid
Rationale:  We received two bids for a 2021 propane bus from: Nebraska Central Equipment for a Blue Bird Vision in the amount of $101,205.00, with a trade-in offer of $2,000; and Omaha Truck Center for a 2021 Thomas Saf-T-Liner C-2 in the amount of $102,376.00, with a trade-in offer of $3,500.  We will ask the Board of Education to consider and accept the bid of Nebraska Central Equipment for a 2021 Blue Bird Vision 65-passenger propane bus in the amount of $101,205.00.  We have received a sealed offer from Coach Masters of Kearney for the retired bus in the amount of $4,000, which we will accept, so the final cost to the school district will be $97,205.00.  The Blue Bird Vision bus has a proven track record for propane buses in Nebraska and the service center is in Grand Island.

4.B. Acceptance of Bid for Vans
Rationale:  We received two bids for vans to replace 3 of our 9-passenger Suburbans with 3 new 10-passenger Ford Transit-150 vans.  We are moving in the
direction of the larger capacity vehicle to accommodate the number of students transported, but with fewer vehicles.  At this time, the Ford Transit-150 van is the largest capacity vehicle of its type that meets the Nebraska Department of Education standards.

Platte Valley Auto Mart of Kearney -       $89,871.00 for 3

We will recommend the purchase of three 10-passenger Ford Transit-150 vans from Platte Valley Auto Mart in Kearney, for a total purchase price of $89,871.00.

4.C. Acceptance of Quote for Upgrade of Fortigate Firewall
 
Rationale:  Requests for quotes were sent out to upgrade our current Fortigate 600D firewall.  We need to upgrade our device to accommodate higher band width needs and better security for the district.  We are proposing to upgrade to Redundant 2200e Fortigate.  There is a state contract with Fortinet on the Fortigate system.  There are three options to consider:

                4th year - 5th year = $42,560 per year or $21,280 per device and this price can change yearly.  Total of = $205,403.88

2 Devices + 5 years of support                                                      $162,622.58
 
Based on these quotes, it is the recommendation that we go with the 3rd option of 2 Devices + 5 years of support for $162,622.58.  This will provide a savings of $77,749.68 over the 5-year life of these devices.

Rationale:  We have received letters of resignation from Doug Dennis, physical education teacher at Windy Hills and Buffalo Hills Elementary Schools; Keith Swift, science teacher at Kearney High School; and Hannah Beck, math teacher at Kearney High School; as well as the retirement resignation of Listy Schmidt, 3rd grade teacher at Glenwood Elementary School; effective the end of the 2019-2020 school year.  We will ask the Board of Education to accept these resignations.

5.C. Approval of Classified, Classified/Exempt and Administrative Employee Compensation for the 2020-2021 School Year
Rationale:  Each year, the Board of Education is asked to set compensation for the classified, classified/exempt, and administrative employees of the school district for the next school year. For the 2020-2021 school year, we are recommending an average increase in total compensation of 5% for classified employees; an average increase in total compensation of 3% for classified/exempt directors and an average increase in total compensation of 4% for other classified/exempt employees; and an average increase in total compensation of 3% for administrative staff; in the Kearney Public Schools.
