2.A. Recognition of Jacob Olson, 2011-2012 Gatorade Nebraska Boys' Cross-Country "Runner of the Year"
Rationale:  Jacob Olson, member of the Kearney High School boys' cross-country team, has been named the 2011-2012 Gatorade Nebraska Boys' Cross-Country "Runner of the Year".  He is the first Gatorade Nebraska Boys' Cross-Country "Runner of the Year" to be chosen from Kearney High School, and received this honor last year as well.  This is the 27th year that Gatorade, in collaboration with ESPNHS, has honored the nation's best high school athletes.  The award recognizes not only outstanding athletic excellence, but also high standards of academic achievement and exemplary character demonstrated on and off the race course.
2.B. Recognition of Chase Christensen, Winner of the Texas Tech University Trombone Choir Composition Contest and a $1,000 Award
2.C. Report on Certified Staff Evaluation System
Rationale: 

 

Kearney Public Schools Teachers Supervision and Evaluation Model is based upon the research of Charlotte Danielson.  We evaluation our teachers on the four standards of:

 

  1. Planning and Preparation
  2. The Learning Environment
  3. Instruction
  4. Personal and Professional

 

Each year both new and established teachers receive an in-service on the evaluation model.  Our administrators also have an annual in-service to review and discuss the model. 

 

In the future, we will be following the guidelines issued by the Nebraska Department of Education and the standards they have set forth to ensure that our model follows those directives.

Rationale:  The Park PTO has submitted its annual self-audit report for the 2010-2011 school year, and would ask that the Board of Education approve the report, as presented.

3.E. Recognize the Kearney Education Association as the exclusive bargaining agent for its members,through the 2012-2013 and 2013-2014 contract years
Rationale:  The Kearney Education Association has asked to be recognized as the exclusive bargaining agent for its members who are regularly employed as instructional staff of the School District, excepting those who are employed in an administrative capacity, that this recognition extend through the 2012-2013 and 2013-2014 contract years, and that the Superintendent be instructed to prepare a letter notifying the President of the Kearney Education Association of this action.  Due to recent legislation, the KEA is asking for this recognition for a two-year period.
Recommended Motion(s):  Move to recognize the Kearney Education Association as the exclusive bargaining agent for its members, who are regularly employed as members of the instructional staff of the School District, excepting those who are employed in an administrative capacity, that this recognition extend through the 2012-2013 and 2013-2014 contract years, and that the Superintendent be instructed to prepare a letter notifying the President of the Kearney Education Association of this action.
3.F. Approval of KHS POPS Choir trip to Denver, Colorado, April 27-29, 2012 for various choral activities, with no direct cost incurred by the school district
Rationale:  The KHS POPS Choir would like to travel to Denver, Co., for a weekend of choral activities.  The choir may get a chance to sign the National Anthem for the Colorado Rockies game (depending on audition results).  They would also have a private clinic session with world-renowned choral conductor, Richard Larson.  They would attend a professional production of the Verdi Opera, II Travetore at the Buell Theatre.  Finally, the students would present a concert at either the Wilshire Presbyterian Church or the Augustana Lutheran Church that Sunday afternoon, before returning to Kearney.
Recommended Motion(s):  Move to approve the KHS POPS Choir trip to Denver, Colorado, April 27-29,2012, with no direct cost incurred by the school district.
3.G. Approval of additional .25 media specialist for Buffalo Hills Elementary School for the 2012-2013 school year
Rationale:  With the opening of Buffalo Hills Elementary School for the 2012-2013 school year, we are in need of adding a .25 FTE media specialist position for that school.

4.B.III. Approval to Exceed the TERIP Payout Amount for 2011-2012
Rationale:  The current district policy and rule provide a district allowance of $350,000.00 for retiree incentive payments per year.  This year, 38 certificated staff have applied for this incentive for a total cost of
$1,559,598.43.  The district is recommending that the Board exceed the current district policy and rule limit to accommodate these requests.

4.C.I. Acceptance of Bid for Northeast School Renovation Project
Rationale:  Specifications were developed for the renovation project at Northeast Elementary School.  This work will include window/door replacements with some interior renovation, HVAC work, and a technology upgrade.  The interior renovation will create a communication room and separate computer labs in the media center.  The technology upgrade will install computer projectors and new white boards in classrooms.  The project was let for bid on January 12, 2012 and bids were received and opened at 2:00 P.M. on Tuesday, February 7, 2012.  Only one general contracting firm submitted a bid for the work.

Alternate #1 was to go to the second mechanical subcontractor in lieu of the low bid for mechanical.  The base bid mechanical subcontractor is Fiddelke Heating and Air of Kearney.

Alternate #2 was to go to the second electrical subcontractor in lieu of the low bid for Sections 26 through 28.  The base bid electrical subcontractor is Kelly Electric of Kearney.

The bid price is approximately 10% above the bond budget, owing to an increase in scope over the original project, which did not include computer labs or HVAC changes.

We will recommend that the Board of Education accept the bid of Central Contracting Corporation of Kearney, in the amount of $559,000.00.
