2.A. Recognition of KHS State DECA Conference Winners
Rationale:  Eight students recently competed at the DECA State Conference in Lincoln.  Three students qualified for Nationals to be held in Atlanta, Ga., May 3-7, 2014.  Keona Koster placed 2nd overall in Sports and Entertainment Marketing and received the National Emerging Leader Award, and Tianna Engen placed 2nd overall in Accounting.  Christa Lovitt was one of three Nebraska DECA students selected for a National Emerging Leader Award and a $500 scholarship, which qualifies her for the Leadership Academy at Nationals.  We will recognize these three individuals for their achievements.
2.B. Recognition of KHS State HOSA Conference Winners
Rationale:  The following KHS students have qualified for competition at the National HOSA Conference due to their placement at the State HOSA Conference:

2.C. Recognition of KHS Class A State Runner-up Oral Interpretation of Drama Team
Rationale:  The Kearney High School OID Team was the Class A State Runner-up at the State Speech Contest recently.  We will recognize the following team members:  Laura Lyons, Peyton VanWinkle, Megan Widger, Ben Dillon and Ashlee Glaser.
2.D. Construction Update
Rationale:  Kent Cordes from BD Construction will report on the final plans and designs for the new Kearney High School that will be presented to the Board of Education for approval on this evening's regular agenda.

Rationale:  Dr. Maher will report on the determination on various bills in the Nebraska Unicameral that relate to education.
2.F. Discussion of Refinancing of the 2009 Bond Issue
Rationale:  The district has the opportunity to refinance a portion of the bonds sold from the 2009 bond election.  It is estimated that the cost savings will be approximately $850,000.  Actual approval of the refinancing will occur at the May 12 Board of Education meeting. 
2.G. Receive Update on Scheduling Process
Rationale:  Dr. Maher will update the Board of Education on the process that is followed in determining schedules.
2.H. Follow-up Report from the National School Boards Association Annual Education Conference
Rationale:  Dr. Maher, Dr. Renner and the Board of Education members who attend the recent National School Boards Association Annual Education Conference will report on the sessions they attended at the conference.
2.I. Announcement of "Evening of Excellence" - Friday, April 25, 2014
Rationale:  President Agard will announce that this year's "Evening of Excellence" will be held on Friday, April 25th at the Kearney Holiday Inn, with the social beginning at 6:00 P.M. and the dinner at 6:30 P.M., followed by this program.

Rationale:  Each year, the Board of Education is asked to grant permanent status to qualifying probationary teaching staff who have completed the equivalent of 3 years of teaching for the Kearney Public Schools.  We will ask that the Board of Education grant permanent status to the following qualifying teaching staff for the 2014-2015 school year: Grant Bachman, Bobby Bernt, Reba Bierman, Alecia Boyd, Lisa Childs, Michelle DeVries, Nancy Epley, Christie Fish, Kayleen Fleming, Lori Keller, Nathan LeFeber, Jessika Lehmann, Beckie Luedke, Christina Margritz, Jodi Petersen, Jennifer Rathman, Kristen Richey, Ashley Saulsbury, Jayme Schroeder, Shawna Strong, Jorden Tobey, Jenny True, Virginia Unick, Amy Walters, Jon Wegner, Amy Godinez, and Joe Wiechman.

Rationale:  The KHS HOSA Chapter has had several students qualify for national HOSA competition at the National HOSA Conference in Orlando, Fl., June 24-29, 2014.  Terri Rech will accompany the members who will be able to attend. We will ask the Board of Education to approve this trip.

3.G. Adoption of 457 Deferred Compensation Plan Resolution
Rationale:  Currently, employees can participate in a 403(b) tax sheltered annuity plan.  By adopting the 457 deferred compensation plan, employees will have a second avenue to invest for retirement purposes.
Recommended Motion(s):  Move to adopt the resolution allowing Kearney Public Schools employee participation in a 457 Deferred Compensation Plan.
3.H. Second and Final Reading Approval of Revised Board Policy 7200.81
Rationale:  The Board of Education gave first reading approval to revised Board Policy 7200.81 (Construction Management at Risk under the Nebraska Political Subdivisions Construction Alternatives Act, Neb. Rev. Stat. 13-2901, et. seq. - Construction Delivery Method) at the March 10, 2014 Board of Education meeting.
We have not received any additional feedback regarding the revisions to this policy, so we will present it for second and final reading approval at the April 14, 2014 Board of Education meeting.

3.I. Approval of KHS FBLA Chapter Trip to National FBLA Leadership Conference
Rationale:  The KHS FBLA Chapter has had a group of students qualify for competition at the National FBLA Leadership Conference in Nashville, Tennessee, June 28-July 3, 2014.  Sponsor Tennille Gifford will accompany the students to Nashville.  They will be traveling with the Nebraska FBLA Delegation and will fly out of Omaha on June 28 and return to Nebraska on July 3.  We will ask the Board of Education to approve their participation in this trip, with no direct costs incurred by the school district.
Recommended Motion(s):  Move to approve the KHS FBLA Chapter trip to the National FBLA Leadership Conference in Nashville, Tennessee, June 28-July 3, 2014, with no direct cost incurred by the school district.
4. Regular Agenda - Business
4.A. Approval of New Kearney High School Design Development Plan
Rationale:  As part of the planned schedule for review, the construction team will present the current layout of the proposed new high school for Board approval.

Rationale:  Bids were opened on March 28, 2014 for a new small lift bus.  Three vendors participated in the bidding process:

Masters Transportation
2014 Collins Bus - $62,145.00
Trade-in on 2004 Mid-Bus - $11,290.00
Total - $50,855.00

Nebraska Central Equipment
2014 Blue Bird Bus - $61,677.00
Trade-in on 2004 Mid-Bus - $9,500.00
Total - $52,177.00

Omaha Truck Center
2015 Thomas Bus - $60,876.00
Trade-in on 2004 Mid-Bus - $5,100.00
Total - $55,776.00

All three prices are figured in with the GM mobility rebate of $1,200.00
The Blue Bird quote includes discounts of $1,000.00 pre-pay within 30 days of order, as well as a FOB Grand Island discount of $150.00.  The other two bids are a delivered price.
We will recommend that the school district purchase the Collins Bus from Masters Transportation.
