Resolution Number 7057 executing any and all documents necessary to accept the State of Nebraska Department of Economic Development (NDEE) Qualified Census Tract Recovery Grant Program (Greater Nebraska) for the purpose of beautifying and increasing pedestrian mobility and access in the downtown area.

7.a. Resolution Number 7059 acknowledging that, pursuant to Neb. Rev. Stat. § 3-502(6), the corporate existence of the Beatrice Airport Authority has terminated by operation of law as of June 1, 2022, as recommended by the Airport Advisory Board.

TT - FAA concerns airport has number of grants, other obligations , want to make sure CIty understnads what CIty taking on. very familiar with requirements as from other grants.

7.c. Resolution Number 7061 executing an Agreement between the City and the Covered Bridge Heights Homeowners Association regarding the transfer of control and maintenance of Covey Circle and South 25th Street, from Quail Ridge Circle to the City limit line east of the covered bridge.

Discussion:
SOUth 25th into quail ridge heights after covered bridge 25th collector street in the area, developer made private street, FLowing springs was going to make improvements, however, they did not make improvements &
Covered Bridge HOA made report, reinspected this spring, few improvements listed to make & pavers will make repairs as well as concrete repairs. if improvements made by august 31, 2023, city will take over street. west of covered bridge, already city street, platted when area was platted couple years ago. |

7.d. Resolution Number 7062 executing the Agreement between the City and Beatrice Public School District outlining the infrastructure improvements to be completed for the new K-5 elementary school, the assignment of costs associated therewith, and all other obligations of the parties.

Discussion:
Mayor - roads need improved & challenge of moving # of cars, working with BPS to get this done. underlying goal was to do it right, make sure something future council & school board don't have to redo. this puts in best possible way.
TT - school developing JEO traffic study, JEO looked at traffic count, had recommendations & some things warrented. warranted - required, recommended - best $4.3 million looked at splitting. 60/40 CIty/BPS took warranted split between City/School & recommended took on by City. improvements streets in red west property line of school/churc to 33rd, 33rd to cemetery entranc. remove asphalt, make concrete, storm sewer & curb, right turn lanes added to Lnk & 33rd Street. add center turn lanes Lnk & 33rd. add roundabout 33rd & Lnk 3 legged. part of agreement, city will provide funding, school will reimburse as proceed. school credit for water main, building permit, other big one is within 90 days of school vacating current sites, will be transferred to city. work on clearing of asbestos, renovating those sites as acquire. end of this is school share will be paid back 20 years, 0% interest, $3100/month, may depend upon as proceeding, city applies for grant, if over/under budget is addressed. all street impovemets - no tax increase, bonds, etc. Terry - allot of money not planned on for budget. safety of children primary reason for voting. need the school, wish done in different way. Not assessing anything to property owerns? TT - correct Fralin - school good for community, one way if comes in way over, city takes on additional costs, school pays no interest, $300,000 credit. safety for students/parents/teachers should have been done in a different matter & earlier than now. Chris Bell, roundabout not good idea. fastest way for accident & should put traffic light. should take all the way down 33rd street, will take lot of road, BSDC should be part of paying towards the road as well. BSDC annexed in & should use.not good for all the mothers...Mayor -BSDC - no funding from them due to them being state entity, nothing from cemetery also Eskra - move traffic safely & experts have decided this is the best option. roundabouts thing of the future. find it does what it is supposed to do Aaron Schoen, when came about, no cost to taxpayers, however, now not having funding for & taking from the budget. Mayor - looked at had to do something & could affect other projects, trying to figure out as little impact. school will be there & good asset to the community. did not want to leave streets as they are, move priorities around & didn't have other option. fix in 10-15 years, unfortunately not getting cheaper, if get grant great, but for safety of children, felt had to move this project up. Mayor - at end of day, partnership was one that was thought out with school looking at warranted/recommended, but all council & school board has discussed this. accomplishes what needs to be done for many years to come. McLain - struggled with what projects to move around, best for moment, others take a backseat, but will support |

11.a. Main Street Quarterly Report.
Discussion:
Michael Sothan, Main Street Executive Director, took on Kensington property partnership with the City. will seek out private development for kensington. appreciate opportunity for MS & CIty to work together on this property. 8 different properties hae changed hands, Doyle big help with properties. esthetic seeing younger aggressive investors with a new dream & vision. 7 sites under renovation.
small businesses interest from entrepreneurs slacked last year, which was concerning, have seen a change this year since holiday season. 7 small businesses opened or relocated to downtown. working with NE working training workshop. planning workshop for june. Marketing - designation as creative district implemented under state, mike flood, NE arts council downtown holiday lights, grant application to impact community & this fiscal year after JUne, will have access to additional funding Doyle- tell where at with creative district grant, MS - 6 weeks final determination, then start on late June early JUly. selected envision landscapes to complete project. TD - Chmber? MS - Chamber will be working with, roll out from MS in June, at final stages moving along. contracted with grow Nebraska minimarketech workshop. City approved grant, supportive role with grant process, hoping for success. Kensington & water main project working thru concerns raised by business community. satisfied & pleased with progress & communication. Court STreet corridor meeting May 27. advocacy - NE lost historic tax credit legislative session bringing back. used for 3 other sites. national registry. working to get that returned. CHocolate lovers event - changed perceptions of Beatrice, didn't know had 30 businesses, actually have 80 in operation. downtown not what used to be but future not something to be concerned about thanked for support to continue in downtown. |

working to solve childcare in county - address issues, business expansion & retention, building relationships. housing - assigned committees to aid & assist staff - built out with 1 year goals feb - annual meeting & banquet chads lottman & __________, added county rep to replace REx Adams engainging with BPS with career - held career fair last week. open gateway to have school to work opportunities NGage hopeful to expand & connecting at young age, help build network & connection with their comunity. if they do leave, will come back & work/live here in gage county actively working MFG increase 4 in fall participated & others have reached out this spring. 93 schools TriCounty & JCC - great to expose other students to potential job opportunitesi hosted small business start-up 101 - vast increase in watnting to start a new business. hosted training at SCC 15 people registered, 10 attended, well received. hopeful to continue to offer trainings BRE - completed 11 in person & have 7 scheduled. economic development - business recruitment working for more to secure & get in to beatrice. Terry - career day new? Rachel yes, shows needed. 2-2.5 hour event. punchcards to receive prizes, 296 punch cards. very widely attended & great results Mike - grants for daycare centers, legislature doing anything for more funding? Rachel, couple bills active, biggest thing is childcare is now utilized in imagine Nebraska tax incentives for onsite childcare. $66 million for childcare Mayor - business recruitment, highlight, seeds planted today, roots 3-5 years down the road. struggle to finally get across finish line. |

3 fte/9pte 32 years michelle mission for library recently gone from library board to advisory board foundation - Jason Alexander member - working on outdoor learning center, east of library in empty lot by children garden. musical instruments purchased, gazebo & outdoor classroom services - books, videos, streaming platforms, audiobooks, story time, book discussions, discovery lab, local & traveling exhibits. currently have Nebraska Art Guild thru May 8th. SCC had faculty & student show. cultural programs & makerspace only 3 libraries with seed library. story walk - leadership Beatrice 2017, getting to be more popular, 12 had somesort, 10 did not have. Martha changes out 1x a month 2 gardens ABC & Rose Thomas heritage room - Nebraska gage county Beatrice history, NE gene, vetted arts center stich 1 read 2 ; chess club, monthly book discussion Storytime wed 1030 - holidays share with kids & activities STEM activities to prepare for kindergarten Police started storytime & invited Summer reading - games, mascot for saltdogs coming, all together now theme. Makerspace - 3 largest pieces of equipment. 45 in Nebraska have makerspaces, one of very few who have dedicated staff & room. Onine resources - chilton's auto repair, music, lobby, newspapers, magaies, hoopla - mostly movies getting ready to do accreditation - found out going up against pure libraries - 15% plus/minus legal populations, only other legal is South Sioux CIty. broader size so go to Iowa as well. Discussion:
bitting rule - says any city council member has to have signature of 4 other members to be placed on agenda.
morgan - think have been open to ideas. if idea not good for Beatrice, would say no. RUH - eliminated don't think what happened in past will happen with this council if someone comes to me, want this discussed. don't think should have to find 3 other members to put on agenda. to talk with other 7 members, violate the open meetings act. feel should be able to put on takes 5-10 minutes, we work for public, have obligation to talk about it. this section should be removed. Taylor - 4 other council members, not all in same room. TFralin - violation to go to other Taylor - no Mayor - wrong. Fralin - put up for vote at next meeting Doyle - have had 0 issues. bad governance, opportunity to bring to agenda & trust guy around table that will not put a bunch of junk on agenda. not good government - will vote down Fralin - exactly true, no issue getting stuff on & if violating open meetings act. Mayor - if 1 person issue, need to look at how big of an issue it is. Will bring to agenda on 5/15. caution, heads up, look at may have more that are outdated. have broader discussion on moving forward & looking at the ordinances on books. |
