7.a. Discussion regarding the formation of Committees to review various topics.
Discussion:
Mayor - 3 proposed committes, 1 rounded out as a 4th.
gary barnard, dave eskra, tobias, mayor - 33rd & Lincoln street - continue, get done & aware of homes affected by the changes. CHair TEd - dempsters, gary & Terry Ordinance - chair - Gary, Dave, tim & Rich - standing committee rotating out Downtown - chair Terry, Mike, Duane Idea is number of these difficult to get these projects done, but want to get footprint started & make a difference. Dempsters & Downtown, come up with a playbook to identify what we need to do to get this done & move forward. doing something more than just Monday meetings. allows good input from everyone on council. Mayor will attend if wanted, don't want to micromanage process. no magic on choosing committees. TT - looking foward, adminstration will be on all committees, may need time to get infomraiton pushed out at times. Mayor - Gary - ordinance one interesting, looking at nuisance properties, everyone has constitutional rights & there are 2 sides we need to look at and be aware. everyone brings something to the table. Kerr - will taylor be on committee? Yes, chet as well, comparison from other communities also, McLain - report back to Mayor monthly? Mayor - yes, each chair can let us konw. Ted - at the meetings, send notes after meetings, how do you want? Mayor- progress being made, pass out at TR - any decisions will come to this board Terry - pull others in? Mayor - make sure no violation of open meetings & make sure valuable resource |

from agenda meeting - look at options we have. been awhile since talked about.
Kerri McGrury & Jason Moore, Kerri - operation, day to day basis, how program works. recylcing drop off center 3rd & ella, has 2 trailers collecting cardboard, paper, tins, plastic - 2 trailers serviced daily, weekends 3rd rolloff for additional cardboard. partime 29 hours services trailers takes to 11th & caldwell, unloads/processes - 2 times week semi, comes out. Also have curbside recycling, picked up by independent contractor same day as regular garbage. brings to center...corrogated: Recyclling ??_________ & cardboard out of ?_________; jason - trailers in daykin, pickrell, filley, western, plymouth, also brought to us by Diller, every 6 weeks. they are charged, but all MARS customers, no fee. Tri County/HOmestead brings their trailers to us & serviced. TEd - cardboard biggest? JM - propably - bale daily, every other week pick up 1.2 - 1.4 tons for each truckload. plastic always seems to be full. KErr - do we get paid? JM - cardboard highs & low, city pays for plastic loads $140 for each truck, $350 for every semi brought down, leave empty, every thursday & every other week, 2 trucks. cardboard up to $2.05/ton, $20 ton when out of places to store. Eskra - ?? __________ JM - go to point where stacking cardboard outside in rain. charged for $45/ton for quincy. JM Scheduled 5 loads for 1 month to get overstock cost per month. $8.50 per month for residential with tote, some have smaller totes that were previously used. $15.00 for commercial Cardboard commercial - dumpster size $35/100 month $1103 cost, $2______; independed contractor $1140/week; mileage for equipment trans $520; baling wire - $250/month time $660 month; milage $65 rear loaders to customers $46. pay first star out of Lincoln $________ 11003 expenses - 7606 income = loss of $3400 month # of customers? scheduled every 3 weeks to go to community to pick up ; accuma bales cardboard. we have to rebale TDoyle - communities picking up breaking even? JM - garbage prices coming up; recycling piece of cheese KErr - $41,000 annual costing us McLain - what drives cardboard cost? KM - $45 now, JM - not sur what drives the cost JM - milk jugs, colored, plastic water bottles - all different rates 2% is cutoff. Fralin - how many tons taken in 31000 tons = 7-10,000 for city of beatrice. KErr - $40k costing us, anyway to offset the cost? Eskra - don't think that's alot to keep out of landfill. society being taught to recycle, probably costs us, but costs others, right thing to do. bargain $8.50 no separating. JM - had to open cell 1 to tie cell 5 between old/new landfill. in 89-94 shifted into the new. expose liner & weld plastic exposed garbage, lot of garbage, several recyclables, no cardboard. has settled 20 ft. Kerr point was look at rates to offset costs. Ruh - glass? 10 ton of glass to get $40 would have to have location, area, dump truck of glass most likely 1 street dept truck for $40. doesn't add up. some companies pulverize glass & add to rock roads, massive expense to break down small enough no market for glass TT - looked at glass, have to store, provide loader, load, and get $40, economically doesn't pay out. Doyle - complaints, what are they complaining about? KM - not a lot of complaints hard to put into trailer; TD - residential complaints? KM - no JM - cardboard is full by noon, continue to have private commercial businesses violating contrator brings covered truck & throws in. Barnard - penalty? KErr - set ordinance to Mayor - BSDC used to handle any with that? Eskra - prices charged, compare to state? JM - smallest big city/biggest small city. try to find where is too much, not enough is tough. not sure how much more to raise. baswa did a grant in 1994ish, odell, barneston, got trailers, some still have trailers & utilize them, others don't. other providers around don't provide recycling. Mayo r- marketing opportunities we can reach out & entice more customers. JM - may work. TFairbanks - $8.50, give discount on mandatory garbage? raise to $10, give $2 discount on garbage, voluntary recycling would that increase #'s. recycling has sustained because of grants. MARS - have to find way to make money. anyway to keep plastics separate? No, to difficult to reglate that DE - how much keeping out of landfill KM - 1.4 tons per week $60-70 week for palstic a week cardboard every three weeks 6 tons a week - $250 cardboard in to landfill. cheaper to put in, but also right thing to do to keep plastics out, cardboard ok, will disolve in a couple years. keep something out of landfill - keep plastic bags out of landfill, have employee pick up bags. Ruh - if everyone in town had city wide reycling, cost ? JM - cost would go up. JM - kearney & GI grant funded. if storage & capacity for that, great, but we dont JM - one thing to think, increase at 3rd & Ella, part time employee currently, what we take in is his max 29 hours, if increase, if picking up 3 rolloffs, would have to look at hours, couldn't do within 29 hours. plus cardboard & schmale brings in, anymore than that benefits for another Mayor - through idea of offering carrot. |
