3.a. Court Street Corridor Study Presentation– Olsson.
Discussion:
Austin & John Olsson, had 2 public open houses. based study on original 2011?? master plan. reroute 136 south 1 block, based on that happening first & then making improvements
5 main objectives. through process kept these in forefront of mind with ultimate plan brief timeline from 2011 to now with various improvements. working on since march with first open house. sharing initial thoughts existing site from 2nd to 8th street, proposed layout for highway with roundabouts & making improvements to both. understanding - give background, what can we do to help ease constraints. main finding hindrance on pedestrian corridor, hgihspeed & frequency of vehicles pedestrians secondary to area. downtown buildings parking isn't always available, anything you can do to help proposed reroute - removing hgih speed & vehicular traffic helps create calmer pedestrian feel stakeholder engagement feedback - well attended & biggest things were concerned with rerouting highway if it will pull people off court street & away from businesses. makes sure wayfinding & signage at 2nd & 8th street to provide physical acc 2nd idea - court street should be place people want ot be & go out of way to spend time at want to make sure the place is successful proposed street - existing curbline, help support to increase parking by offset roadway with diagonal parking, lose turnlane & have the 2 lanes both ways. don't want to repeat smaller area, kept it at 19" give larger vehicles enough space to park & be more functional Kerr - 2 types? Austin - yes, diagonal & parallel reroute - 2 roundabouts to announce court street, downtown worth visiting. street trees, blending trees, seating benches, trash, opportunity for festivals intersections 4th to 7th, decorative pavement for 3-4 & 7-8 turf grass 3-4th 0 maintain same number of parking stalls, 2nd & 8th provide relocation plan direct visitors to court street as some Kerr - area on 5th STreet - Burroughs - 5th street, standard should be 17-18', 5th street now is only 13-14' parking is the issue on 5th street. lanes of traffic is sufficient Austin - shade, encourage to walk further. colored & textured pavement. east/west have planters. P street - more sunken bumpouts. 4-6 traditional urban streetscape. seating, tables, chairs, lights. last page - probably cost - no specific improvements range of cost $3.5mil to $4.8 mil more inline with higher end cost. lower end some cost saving items Kerr - moving highway, TT - $10.2 mill, plus this study. Fralin businesses on north side of street, rail - only entrance would be on Ella street? John -2nd & 3rd - would have to go to Ella street Terry - why roundabouts? John - offer benefits to public, safer highway coming thru & traffic wanting to go to court street. safer for general public & will move cars better than other intersection. stop control intersection, no traffic control to allow traffic to freely go to court street looked at cost for reverse stops & roundabouts - about the same. roundabout costs more on paving, but save money on less property. roundabouts more flexible. make curvature you need & move to where you need them to be. TFairbanks - how many street lights will be lost? Austin - left vague, up to city to determine what Mayor - roundabouts will drive people downtown. gives them a vision of what is up ahead. Terry - have you done this before in a community similar to this? John - no AUstin - no personal experience, have seen this design used before in mixed use alleyway park? property vacant lot mobilization? contractors bid on project included for contractors to get paid in front to get materials to be set up Terry - if august 1, lets detail & design this project, timeframe? JOh - depends upon funding state would take possibly up to 3-5 years, design process could be done in 2 years if personal funding. Terry - wants to do somethings & would like to not wait. Austin - Lincoln O Street, similar wrapped up master plan around July 2022, just now getting started on construction. Kerr - talked to state? TT - yes, we have talked to NDOT & they are in favor of this move & positive Mayor- whole different ballgame if we can just move 1 block Mayor - will digest this a little more, time to make a decision, will see resolution to adopt conceptual plan 1st meeting in august. Ted - new elementary school, 33rd Street, gradeschools turned into residential, dempters, but to get it all done to change Beatrice in a positive way, seems like an obtainable figure |

Chet & Tobias, under oath, P&Z report no reason to deny, currently hold liquor license & have had one for long ,no adverse affects. TT - PD did complete background & nothing to prevent issuance of liquor license

TT - Plan Mod SS INdustrial Park from Kinney/Precise Fabrication, looking to expand to the north 1.5 million dollars, 9.5mill final valuation. reviewed by CRA & P&Z, all recommended approval. assuming CC approval will go to CRA for final approval for this matter. Kerr - putting more jobs? TT - yes, no official numbers yet. will be expandable to north to put in additional bays, owns all the way to zephyr towers

CDBG OOR grant pre-applicants, reviewed applicants to see who qualified pursuant to income, SENDD looked at applications, sent out for bids, call SENDD, 1 local contractor was added within the last year. Up to $25,000 of work. only 1 bid received on most of these projects. grant covers entire cost. not able to know address or applicant, may discriminate against them. no one in city knows what they are. 8.a. Main Street Quarterly Report.
Discussion:
Michael Sothan, Main Street Executive Director, progress being made to make downtown better. may & June busy months with community event happenings. paddock Kensington project has been well worth time. contact with 23 developers, 8-9 tours, several multiple, one contractor tour 4th time - RFP out currently & want to make sure submitting good RFP. have 4-5 developers seriously considering, housing, hotel, commercial august 4th deadline. $3-7 million to rehab $7-10 now. highway reroute expensive, several developers looking to make a $10 mil project may look for fudning. downtown lot of activity with property changing hands. some have sat around & offers made. properties they know of see list - trying to get underperforming properties to encourage. busy time for renovation in downtown thanks to CDBG improvement projects $400,000 grant unlocking closer to $800,000
323 court street -hydos working on building that was once condemned. properties have gone up in value. property taxes increased in several property. expansions, clabaugh pharmacy working on expansion internally. entrepreneur numbers have slowed down this summer, hope it will pick up again this fall. unique businesses - bicycle repair & kayak shop trainings - winter 2022 - trying to schedule these trainings finally scheduled, main time open august & september. business transition workshop & center for world affairs, mini markettech 9/26? marketing - didnt' match what MS wanted creative district - delayed on grant, but starting on 1st project. Alex, envision landscapes, downtown holiday lighting. advocacy work - poling drug ?? Thanked Senator Dorn for supporting Beatrice Fairbanks - appreciate work benefit to city. developers looked & said too big for me, do you direct them to something else here? MS - been challenge, finding developers that would predominately not look at Beatrice, but scale has really attracted diff type of developer. at least one is looking at other potential projects. created relationships with NGage Terry - funded for Creative District? MS - approved for it given 1st $10,000 the $250,000 still in that process of seeing where we end up, within matter of weeks of determination. |

James - always worked in civil, professional worked in consulting for 19 years, bridge/culvert design, water/sanitary ; 2 staff Doug lead technician & GIS, Berri - over 33 years lead surveyor, not licensed, cant do licensed plats & surveys
equipment - plotter & scanner - 24x36, 24X____; have let public come in for large copies GPS/Survey equipment - locate existing utilities survey manholes & valves recently purchased data collection system - robotic & he walks around & it follows him, helps with accuracy Plats & Subdivisions - 1st steps to review new plat or subdivision prior to moving forward to P&Z. work at following rules on all floodplain management - review to make sure not within floodplain. maps take forever to be adopted - currently working off 2010 data; stormwater - MS4 - phase I committee & have to follow the MS4 program. all regulations that we have to follow. detention cells, etc., helps developers, silt fence inspections GIS mapping - entire san sewer has been shot in, every manhole has elevation, length, water system as well, take data & use with model to work with how our system may be able to handle their usage - also have floodplain on GIS mapping, sewer, water, streets encroachment permits project design - streets, water, wpc - street 1/6 year plan, armor coats, mill & overlay; sewer extension; water distribution plans; public properties - trails, fields at Hannibal, sidewalks, parking lots/detention cell project design costs - $2 million by keeping it inhouse inspections - concrete depth, base in good condition, hitting facility, wastewater projects inspect key components WPC 2 years as superintendent - class III operator ; 4 staff have class II overview - 1800 manholes 9 lift stations have 3 cyphons that pushes to plant under river? 2.4million gallons of water treatment process - plant layout headworks - bar screen 55' deep - takes out all rags, paper material, sticks, gets out of system pre-aeration & settling - settles on bottom of pump - de-water & haul to landfill - in process of updating grit system, think it will triple with new - looks like coffee, putrid smell, coming out with new will look like sand primary clarifiers - 1st stage - sludge holding tank trickling filter - black honeycombs, random media allows bugs to attach to, wastewater trickles over recirclates RBCs - discs on long shaft, bugs grow on media - during summer trickling filter does most work. hardly any growth in summer, when drops below 50, moss collects more final clarifiers - UV disinfection - bulbs 60 blubs - sterilizes any pathogens left in water dewatering biosolids & kickout less water means less volume to compost site, reused for compost - have space to add 3rd if use different process vac/jetting truck - backups, try to jet 1x every 3 years Eskra - how did our permit come in JB - favorable to us, added a couple things, test 3 times a week for ____; fat testing for effulent handling/treating. plenty of capacity to handle, can't keep up with treating rates - TT - infrastructure - bar scree, headworks, JB - all projects are not internal process, they are the outside of treatment process. these make sure will work with any treatment process that may need to be changed. lookign forward to fiber, lift stations have alarms & line of site, having fiber will help eliviate those issues. |
